To demonstrate a unique and innovative technology for the conversion of propellant to fertilizer. The Government possesses large quantities of excess propellants. The current method of eliminating these propellants from the inventory is via open burning. The Government desires to maximize the resource re-covery potential of propellants and thereby MINIMIZE costs. The pur-pose of this acquisition is to validate data, design, fabricate and operate a Mobile, one ton per Day pilot plant for converting pro-pellant into fertilizer and develop and assess fertilizer markets. The period of performance for this contract is two years which will consist of a basic contrct and 6 option periods. The basic contract will provide for the design validation of a 500 gallon tank over aperiod of approximately 63 days.(0080)
