U -- TRAINING SOL 067043FPA27 POC Delphine Bryant, Contract Specialist, 202-283-1139. The Internal Revenue Service (IRS) intends to award a purchase order for customized training. The IRS requires customized training in SGML and the Adept Editor software program. The vendor shall provide to the government a user-friendly master training document on paper and diskette for the government to meet its own training needs in the future. CONTRACT TASKS: The vendor shall perform the following two tasks: Task 1 - The vendor shall conduct four, 4 day training classes at the government provided facility during the dates specified below. Each training class shall consists of two components: (1) an introduction to SGML and its application to the tax products of the Tax Forms and Publications Division and (2) introduction to Adept Editor for Windows. The SGML training will consist of a brief history of SGML use, concepts, and benefits; how SGML markup compares to traditional word processing (such as WorkPerfect); introduction to SGML lanquage; the SGML tags, attributes, and the general tag structure hierarchy (dtd) used in the Division; a brief explanation of what some of the more common tags produce; and a question and answer session at least one hour in length. The Adept Editor for Windows training shall consist of no less than basic editing skills such as cut, copy, paste, preview, edit, search, spell check, adding new words to the dictionaries, finding and using menus, explanation of each menu; advanced editing skills such as using attributes, table editing, merging files or parts of files, conditional processing. The class will not have take-home exercises. Students shall be provided adequate time during class hours to practice each skill. Task 2 - The vendor shall provide to the government a master training manual on paper and diskette. This training manual shall consist of the customized course materials and any training aids distributed to students. The training manual shall be in a format that is reproducible and easy to modify using Adept Editor for Windows or a word processing program such as WordPerfect. DELIVERY - This contract specifies two deliverables: (1) Training - the vendor will conduct four, 4 day classes between April 30 and May 23, 1996, unless modified dates have been agreed to by both parties prior to commencement of training. (2) Master training document - an interim draft of the master training document and diskette shall be delivered to the government's contracting officer's technical representative (COTR) by April 29, 1996. Final delivery shall be no later than 90 days after notification of contract award. The vendor shall deliver interim manual for government testing and final products on IBM-compatible 3 1/2'' floppy diskette by express mail to the COTR. GOVERNMENT-FURNISHED PROPERTY - The government shall provide, on 3 1/2'' floppy diskette, within 5 business days of contract award, the two major document type definitions (DTDs) used to produce the majority of the tax products already converted to SGML and samples of the actual printed documents. The government shall provide an adequate training facility suitable for ten to fifteen students with a 486 personal computer with Windows 3.1 for each student. QUALITY ASSURANCE - the training curriculum shall be approved by the government COTR at least five days before the commencement of training. The vendor shall provide the government with samples of the master training document before delivery. The training master document shall be of suitable replicable quality and shall be free of technical and grammatical errors. EXTENDED WARRANTY SUPPORT - the vendor shall provide the government with technical product support of each application, for a period of one calendar year from date of customized application acceptance. During this warranty period, the vendor shall expediently resolve all bugs. TRAINING SCHEDULE: April 8-9; vendor's trainer interviews government regarding training material, government provides samples of products, FOSI, dtd, and electronic files for vendor to use for customization of training; April 11-17; vendor customizes training material; April 18; vendor sends training material to government for approval; April 19-22; government reviews training material; April 23; government sends comments to vendor; April 24-25; vendor makes changes as requested; April 25; vendor sends changes to government for final approval; April 29; trainer arrives Washington, meets COTR, goes over last minute details, helps with installation of software on classroom computers; April 30 thru May 3; Class 1: 1/2 day of SGML training, followed by 3 days of Adept Edept Editor Training; May 6-9; Class 2: 1/2 day of SGML training, followed by 3 days of Adept Editor training; May 14-17; Class 3: 1/2 day of SGML training, followed by 3 days of Adept Editor training; May 20-23; Class 4: 1/2 day of SGML training, followed by 3 days of Adept Editor training. Training location: 810 7th St. NW, Washington, DC; Half day SGML training will be 12:30 pm to 4:00 pm; Adept Editor training will be held 8:30 am to 4:00 pm daily. Final delivery of customized training material, which includes feedback incorporated from classes, will be 90 days from award date. All responsible sources who can provide and meet the above requirements shall submit written quotations. No solicitation will be issued, therefore such requests for solicitations will be considered non responsive. Evaluation/Award will be based on the lowest over all cost to the government, meeting the technical requirements.
