The U.S. Agency for International Development (USAID) plans to issue an RFP for a three-year cost reimbursement plus fixed fee term contract with one option period of approximately 39 months for the provision of participant training services for USAID/Egypt. If the Development Training II Project under which this contract is funded is extended beyond the current project activity completion date (PACD) of 2002, this contract may also be extended. These services will include a broad range of functions, inter alia, strategic planning for training, needs assessments of counterpart organizations, training design, participant training implementation, and orientation, follow-up and evaluation, in accordance with USAID's Automated Directives System, Chapter 253. Services will be performed in Egypt and in the United States. U.S. organizations interested in submitting offers for this solicitation may request a copy of the Request for Proposals (RFP) No. 263-96-P-022 by submitting a written request along with three self-addressed mailing labels. In this respect, it is anticipated that the prime contractor will make every reasonable effort to identify and make maximum practicable use of such concerns. All other evaluation criteria being found equal, the participation of such concerns may become a determining factor for selection.
