Correction: This notice was originally publicized in the CBD dated March 19, 1996. This notice inadvertently had text from a notice issued by USAID/Poland. Therefore this notice is re-issued in its entirety with the correct text. The U.S. Agency for International Development (USAID) plans to issue an RFP for a three-year cost reimbursement plus fixed fee term contract with one option period of approximately 39 months for the provision of participant training services for USAID/Egypt. If the Development Training II Project under which this contract is funded is extended beyond the current project activity completion date (PACD) of 2002, this contract may also be extended. These services will include a broad range of functions, inter alia, strategic planning for training, needs assessments of counterpart organizations, training design, participant training implementation, and orientation, follow-up and evaluation, in accordance with USAID's Automated Directives System, Chapter 253. Services will be performed in Egypt and in the United States. U.S. organizations interested in submitting offers for this solicitation may request a copy of the Request for Proposals (RFP) No. 263-96-P-022 by submitting a written request along with three self-addressed mailing labels. Do not send self-addressed envelopes. Requests for of the RFP should be sent to Cynthia Judge, Contracting Officer, USAID/Cairo, Unit 64902, APO AE 09839-4902. The RFP will be issued on or after fifteen days from the date of publication of this notice. The deadline for receipt of proposals will be 60 days after the date of the issuance of the RFP. The U.S. Agency for International Development (USAID) encourages the participation to the maximum extent possible of small business concerns, small disadvantaged business concerns and women-owned small business concerns in this activity as prime contractors or subcontractors in accordance with Part 19 of the Federal Acquisition Regulation. In this respect, it is anticipated that the prime contractor will make every reasonable effort to identify and make maximum practicable use of such concerns. All other evaluation criteria being found equal, the participation of such concerns may become a determining factor for selection.
