The proposed acquisition is for supplies for which the Government does not own specifications or drawings to permit full and open competition. The Government intends to procure from Avtron Manufacturing, the manufacturer of the generator test stand, P/N K838-100, quantity 1 each, under the authority of U.S.C. 2304(c)(1), FAR 6.302-1, only one responsible source, with an approved Justification and Approval. Firms that recognize and produce the required item described are encouraged to identify themselves. All responsible sources may submit a proposal which may be considered by the Government in determining whether or not to conduct a competitive procurement. A determination by the Government not to open the requirement to competition based upon the responses to this notice is solely within the discretion of the Government. See Numbered Note(s): 22.
