Carter Tel: 410-965-8789 The Social Security Administration is interested in partnering in a proof-of-concept demonstration project to test the feasibility of utilizing Interactive Cable Television as a resource for the public for accessing information about social security programs and processes as well as for requesting personalized earnings and benefit estimate information. Under the proof of concept, SSA envisions the public obtaining information via interactive cable television in one of two ways: (1) through the use of a remote control keypad-based viewer response system that will allow data entry on the part of the user for accessing information about SSA programs or to electronic request a personalized earnings and benefit estimate statement (PEBES), or (2) through the use of a telephone keypad and DTMF signalling that will provide the viewer with these capabilities for accessing certain SSA information or completing a request for a PEBES. SSA currently has kiosk information systems in operation that provide these interactive capabilities through the use of easy-to-use, touch-sensitive screens that provide access in full motion video and audio to segmented menu selections of SSA information, including the capability to complete certain SSA forms, such as a request for a PEBES or a new or replacement SSN card. We believe these capabilities can be transferred to an interactive cable type environment for public use. SSA is interested in working together with companies that are currently involved in activities relative to interactive cable television and would be willing to work with us to test the viability of interactive cable television for use by the public for accessing information about Government services. REQUIREMENTS: The interactive cable television environment shall allow the public to obtain information in one of two ways: (1) Through the use of a remote control, user-friendly, keypad-based viewer response system or device that will allow data entry on the part of the user for accessing information or for electronic requesting a PEBES, or (2) Through the use of a telephone keypad and DTMF signalling that will provide the viewer with the same capabilities for accessing information or for electronically requesting a PEBES. Broadcast quality video shall allow viewers to clearly see information and questions. Broadcast quality audio of SSA information on a variety of subjects shall be provided to the viewers with clear and concise instructions on the completion of SSA forms. An on-screen alphabetized directory of subjects shall be provided to the viewers with directions for making selections. On-screen multiple choice segmented menu selections shall be provided to the viewers with instructions for accessing the desired category. On-screen, fill-in forms shall be provided to the viewer with instructions for completion; i.e., Forms SSA-7004 (Request for PEBES) and Form SS-5 (Request for Social Security Account Number Card). The capability shall be provided for the viewer to enter the data via interactive cable television through the use of a keypad based device and on-screen instructions through SSA-provided script that will allow the viewer to electronically request a PEBES. The data shall be electronically transmitted back to SSA. SSA will provide the back-end application. This is not a request for proposal and the Government does not intend to pay for the information solicited or received. Respondents will not be notified of the results of the evaluation of the source data received, but sources deemed qualified will be solicited when the request for proposal is issued. Any interested organization must submit appropriate data in duplicate within fifteen (15) days of the date of this announcement. Requests for the solicitation will not be acknowledged. (0081)
