513-255-2206. 17. A--INTRODUCTION: Wright Laboratory (WL/AAKD) is
interested in receiving proposals (technical and cost) on the research
effort described below. Proposals in response to this PRDA shall be
submitted by 06 May 96, 1500 hours Eastern Time, to Wright Laboratory,
Directorate of R&D Contracting, WL/AAKD Building 7, 2530 Street, Area
B, Attn: Ms. Danette Porter, Wright Patterson AFB, OH 45433-7607. This
is an unrestricted solicitation. Small businesses are encouraged to
propose on all or any part of this solicitation. Proposals submitted
shall be in accordance with this announcement. Proposals received after
the cutoff date and time specified herein shall be treated in
accordance with restrictions of FAR 52.215-10, a copy of this provision
may be obtained from the contracting point of contact. There will be no
other solicitation issued in regard to this requirement. Offerors
should be alert for any PRDA amendments that may extend the proposal
due date. Offerors should request a copy of the WL Guide entitled,
''PRDA and BAA Guide for Industry,'' dated Nov 1992. This guide was
specifically designed to assist offerors in understanding the PRDA/BAA

(1) Technical Description: Existing weapon systems undergo several
upgrades during their lifetime to meet new threats, added missions, and
additional requirements. Furthermore, as weapon systems age, the cost
of maintenance continues to grow as the hardware becomes obsolete,
support personnel are lost, and the software support capability is
overshadowed by new programming languages and design methodologies.
Cost constraints are becoming a barrier to continued improvements in
existing avionics systems. The solution for the affordability challenge
to weapon system upgrades is to reduce costs by using an incremental
approach to upgrading legacy systems. This approach provides a low risk
path for simultaneously inserting new technology and functionality into
systems and not exceeding the available funding. The objective of the
IULS effort is to develop, demonstrate, and transition technology that
will enable cost effective, incremental improvements to fielded weapon
system avionics. (2) Specific technical requirements: In the first
task, the contractor shall define a process and avionics architecture
for incrementally upgrading legacy avionics software. In addition, the
contractor shall identify and evaluate candidate solutions to support
incremental upgrades and identify the best solutions for demonstration
and transition. The duration of the first task is estimated to be 12
months using FY96 and FY97 funding. The second task consists of
implementation, demonstratation, and the transition of the preferred
technology approaches to weapon system upgrade customers and users.
Software technology needed to support the technical approaches and
upgrade process shall be developed. The innovative technology
identified in the first task shall be matured and demonstrated. (3)
Deliverable Items: A Computer Software Product (Listings) shall be
delivered. In addition, the following deliverable data items shall be
proposed: (a) Status Report, DI-MGMT-80368/T, monthly, (b) Funds and
Man-Hour Expenditure Report, DI-FNCL-80331/T, monthly, (c) Project
Planning Chart, DI-MGMT-80507A/T, monthly, (d) Contract Funds Status
Report (CFSR), DI-FNCL-81468/T, quarterly, (e) Presentation Material,
DI-ADMN-81373/T, as required, (f) Conference Agenda, DI-ADMN-81249A/T,
as required, (g) Conference Minutes, DI-ADMN-81250A/T, as required,
(h) Software Design Description (SDD), DI-IPSC-81435/T, as required,
(i) Software User Manual (SUM), DI-IPSC-81443/T, (j) Software
Requirements Specification (SRS), DI-IPSC-81433/T, contractor format,
as required, (k) Software Product Specification (SPS), DI-IPSC-81441/T,
as required, (l) VHSIC Hardware Description Language (VHDL)
Documentation, DI-EGDS-80811/T, as required (m) Scientific and
Technical Reports, Contractor's Billing Voucher, DI-MISC-80711/T,
monthly, and (n) Scientific and Technical Reports, DI-MISC-80711/T
(Draft and Reproducible Final). (4) Security Requirements: Not
applicable. C--ADDITIONAL INFORMATION: (1) Anticipated Period of
Performance: The total length of the technical effort is estimated to
be 36 months. The contractor shall also provide for an additional 4
months for processing/completion of the final report. (2) Expected
Award Date: Sep 1996. (3) Government Estimate: The government funding
profile is estimated to be as follows: FY96-$5K, FY97-$350K,
FY98-$1900K, FY99-$2800K. The government funding profile is an estimate
only and is not a promise for funding as all funding is subject to
change due to Government discretion and availability. (4) Type of
Contract Anticipated: Cost Plus Fixed Fee Completion. (5) Government
Furnished Property: None anticipated. (6) Size Status: For the purpose
of this acquisition, the small business size status if 500 employees
(SIC 8731). (7) Notice to Foreign-Owned Firms: Such firms are asked to
immediately notify the Air Force point of contact cited below upon
deciding to respond to this announcement. Foreign contractors should be
aware that restrictions may apply which could preclude their
