BROAD AGENCY ANNOUNCEMENT (BAA 96-002) FOR MINE NEUTRALIZATION TECHNOLOGIES. The Indian Head Division, Naval Surface Warfare Division (IHDIVNAVSURFWARCEN), Countermeasures and Underwater Weapons Division is interested in receiving proposals on the research efforts described below. Proposals submitted in response to this announcement shall reference the BAA number identified above. Proposals and white papers submitted under BAA 95-005 for near-term beach area mine clearance technologies need not be resubmitted unless significant technical advancements have been made since the last submittal. There will be no formall RFP or other solicitation requests regarding this requirement. Organizations wishing to participate should submit an original and two copies to the Indian Head Division, Naval Surface Warfare Center, Attn: Mr. Michael Burch, Code 1141B, 101 Strauss Avenue, Indian Head, MD 20640-5035. Proposals will be accepted until 30 September 1996. Areas of Interest: The Countermeasures and Underwater Weapons Division develops and demonstrates mine countermeasure systems employed in land, beach, and surf zone environments. The specific areas of interest are: (1) development of explosive and inert arrays, (2) fuzing of explosive arrays and shaped charges, (3) deployment of inert and explosive arrays, (4) detonation cord development, (5) shaped charge development, and (6) container development. The duration of the proposed effort shall not exceed two years. Proposal Preparation: Proposals shall not exceed 50 pages and shall consist of three sections - technical, managerial and cost. The technical section shall state which area is being addressed and shall include a clear statement of objectives, the proposed method or approach, expected results, and project history/background (if any). The management section shall include key personnel experience, facilities, and a plan of action and milestones. Information on previous work in related areas may be included in this section. The cost portion shall include a cost breakdown of the proposed effort. Labor categories, rates, and total hours shall be associated to specific tasks. Evaluation Criteria: Each proposal shall be evaluated against the following criteria: (1) overall scientific and technical merits of the proposed effort; (2) understanding of the unique requirements and the technical and scientific innovation and risk to solve the requirements; (3) offerer's capabilities, related experience, and facilities that contribute to the success of the proposed effort; (4) experience and backgroung of the principal team members; and (5) proposed cost and fees. Technical considerations will be given greater weight than cost and management in the selection decision. Selection Information: The Government reserves the right to select any, all, a part of, or none of the proposals received in response to this announcement. All proposals submitted under this announcement shall be considered Government property. The Government may require unlimited data rights for work performed under resulting contracts. The magnitude of the effort and number of contracts awarded will depend upon availability of funds and shall be solely at the discretion of the Government. This announcement solicits the participation of all offerers capable of satisfying the Government's needs.
