Officer, 301-286-6143. This is a notice of intent to issue Request For
Proposal (RFP)5-61102/252 for a Goddard Space Flight Center (GSFC)
requirement to select a partner to support the development of a
proposal to respond to an expected NASA Announcement Of Opportunity
(AO) for the Earth Science System Pathfinder (ESSP) Program. The
initial concepts for ESSP are available on the Internet at

http://www.hq.nasa.gov/office/mtpe/esspcbd.html. This AO is focused
toward high priority Earth Science not already addressed by on-going
planned missions. The Goddard ESSP proposal will focus on a low cost
mission including instruments, spacecraft, launch vehicle, two years of
mission operations, and data analysis to measure tropospheric pollution
and stratospheric tropospheric exchange. The remote sensing mission
would include measurements of ozone, sulfur dioxide, dust, smoke,
aerosols, thin cirrus, and polar stratospheric clouds. Profiles, in the
10-30 km range, of gases needed to understand tropospheric
stratospheric exchange would also be surveyed. Observations would be
made in the nadir and the limb in the ultraviolet, visible, and near
infrared with one or more instruments. Additional information about
this requirement may be obtained by consulting the sources sought
synopsis released on March 21, 1996. A single fixed-price incentive
contract, containing two phases is contemplated. The first phase will
require the contractor to assist in the development of an AO, on a
no-exchange-of-funds basis. The second phase will be a priced option to
require the contractor to design two instruments and spacecraft, build
and integrate them and two Government furnished instruments, assist in
the integration with the Government furnished launch vehicle, and
provide two years of mission operations. The second phase option will
only be exercised if the remote sensing mission to measure tropospheric
pollution and aerosols is selected under the ESSP AO. Solicitation
release is planned for on or about April 8, 1996. It is expected that
a ESSP AO procurement library will be available from the time of
solicitation release through the proposal due date. Access to the
