LABORATORIES, NATIONAL INSTITUTES OF HEALTH, HAMILTON, MONTANA POC

A/E Indefinite Quantity Contract (IQC) shall provide for the issue of
firm fixed-price task orders involving design and construction phase
A/E services for improvements, repair, and maintenance of the Rocky
Mountain Laboratories (RML) for the National Institutes of Health
(NIH), located in Hamilton, Montana. The RML is a 33-acre, 150,000
square-foot (13,935 square-meters), research complex with one- to
three-story structures, ranging in age from 30 to 60 years. The
existing facility consists of administrative, biosafety level (BL) 2
and 3 biomedical laboratories with related spaces, and support services
areas. The facility is currently undergoing a composite facility
upgrade program under a separate A/E contract. The A/E services may
include, but are not limited to, development of program and design
requirements, development of final design schemes, performance of
environmental monitoring and engineering surveys, preparation of plans
and specifications for small purchases or bidding, preparation of
detailed cost estimates, and post design services. The prime A/E
contractor shall, either in-house or through consulting relationships,
organize and present a project core team which shall consist of an
architect, interior designer, mechanical engineer, electrical engineer,
and civil engineer. The core project team shall be supplemented, either
in-house or through consulting relationships, with the services of an
environmental engineer, geotechnical engineer, certified industrial
hygienist, fire protection engineer, structural engineer, historic
preservation specialist, construction contract administrator, cost
estimator; and BL 3 design experienced laboratory planner, architect,
mechanical engineer, electrical engineer, and biosafety specialist. The
contract shall be for a one-yr period with option(s) for four (4)
additional one-yr periods. The minimum guaranteed quantity shall be
$10,000 and this shall be ordered in the first year. There is no
designated minimum quantity for the optional years. Reference FAR
52.216-19, Order Limitations: The individual task order limitation
shall be: (a) Minimum: $500; and Maximum:(1) The single/combination
item task order maximum limitation shall be $300,000; (2) the 30-day
aggregate task order maximum shall be $300,000; and (3) the yearly
aggregate task order maximum limitation shall be $500,000. No
individual task order shall exceed $300,000. The design of
architectural, electrical, mechanical, structural, civil, and fire
protection engineering deliverables shall be accomplished or reviewed
and approved by engineers and architects currently registered to
practice in the particular professional field involved in a state or
possession of the United States, Puerto Rico, or in the District of
Columbia. Design documents relative to environmental work will be
accomplished or reviewed by the appropriate technical discipline (i.e.,
certified industrial hygienist (CIH), or geotechnical engineer, etc.).
The contractor will be required to use standard NIH policies and
guidelines. The drawings, prepared under task orders, may be required
in the latest release of AutoCad. Plans and specifications may be
required to be prepared in metric dimensions. The following information
should be provided: business arrangements for consultant services
should be described to include an organizational chart listing names of
key personnel and their titles; a statement indicating willingness to
participate, signed by a principal member of each proposed consultant,
should be furnished. In addition, in Part 10, provide descriptions of
no more than two projects listed in Part 8 of SF 255 demonstrating the
experience and expertise required in the evaluation factors. Identify
which members of the design team handled the project(s) listed. Provide
current names with telephone numbers of pre-notified references
associated with each illustrated project. Verifiable documentation must
be provided to support each of the following evaluation factors, listed
in descending order of priority, with (2) and (3) being of equal value:
(1) Professional qualifications necessary for satisfactory performance
of required services; (2) Specialized experience and technical
competence in the type of work required; (3) Location in the general
geographical area of the project and knowledge of the locality of the
project; (4) Past performance on contracts with Government agencies and
private industry in terms of cost control, quality of work, and
compliance with performance schedules; (5) Demonstrated expertise and
experience in working as a team with listed consultants; (6) Capacity
to accomplish the work in the required time. Those firms which meet the
requirements described in this announcement and wish to be considered
must submit a SF 254 for all members of the proposed team (prime and
consultants) and a composite SF 255 for the proposed team. Pertinent
statements relative to the evaluation factors shall be included in Part
10 of SF 255. The contractor, or its subsidiaries or affiliates who
perform the A/E design for the task order projects, shall not be
eligible for award of any subsequent construction contracts for those
projects. The proposed contract is 100% set aside for small business
under the Small Business Competitiveness Demonstration Program. The
applicable SIC is 8711/8712, size standard $2.5 million. All inquiries

not be contacted relative to this request for qualification
submittals. Site visits will not be arranged or permitted during the
submittal period. Four (4) sets of submittals must be received by 3:00
P.M., local time, May 1, 1996. Submittals are to be sent to Health and
