767-7981 The 11 CONS/LGCX intends to procure on a competitive basis an
Indefinite-Delivery, Indefinite Quantity (IDIQ) type contract with
Fixed Priced schedules and a one year period of performance plus 4
one-year options to provide Operational Capability and Airpower
Assessment Program services to HQ USAF/XOOC (CHECKMATE). The Air Force
is involved in efforts that logistically analyze strategies, assess
force structures needed to support crisis response and strategic air
campaign activities, and assess alternative warfighting strategies.
These range from devising airpower courses of action to developing,
enhancing, and improving mathematical tools and methodologies to
evaluating strategy options. The contractor will provide the Air Force
with the technical capability to use decision support systems to
assess current warfighting capabilities; to assess current and
projected forces required to accomplish missions, to identify current
operational and logistical warfighting shortfalls, to identify
capabilities and limiting factors, and implement and maintain decision
maiing tools and capabilities for Air Force systems used by the JFACC.
The required services will implement, modernize (enhance, improve, and
upgrade), operate, and maintain computer-based decision support
systems that cover the Air Force Doctrinal and functional areas of
Aerospace Control, Force Application, Battlespace Awareness, Mobility,
and Logistics. They will provide analytical expertise to support
development of strategic air campaigns, evaluation of strategic and
operational warfighting capabilities, and conducting assessments on
force deployment and employment. Activities can cover the spectrum from
near real-time contingency and crisis situations to deliberate planning
scenarios. The contractor will occasionally be required to perform
limited quick reaction or implementation tasks to solve operational
problems or demonstrate the feasibility of a new concept. Contractor
personnel must have a TOP SECRET clearance or the ability to obtain
one. Contractor facilities must have a SECRET clearance. This
procurement will be conducted using procedures described in AFFARS
Appendix BB ''Source Selection Procedures for Other Than Major
Acquisitions''. The acquisition is being offered as a total small
business set aside limited to small businesses as defined in Standard
Industrial Code 7371, Computer Programming Services, ($18M). Firms
