R -- TECHNICAL MANAGEMENT SUPPORT FOR THE OFFICE OF NAVAL RESEARCH INDUSTRIAL PROGRAMS DEPARTMENT AND ASSOCIATED PROGRAMS SOL N00014-96-R-0005 POC Ms. Cassandra R. The Office of Naval Research is seeking a contractor to provide engineering and technical management support services to supplement resources to the Industrial Programs Department and related programs to the Office of Naval Research (ONR). Support of the ONR administered Navy-wide Scientific and Technical Information Program is to ensure it is in accordance with current regulations, instructions, and other guidance. Performance activities shall include but not be limited to initiation and maintenance of communications with the Defense Technical Information Center (DTIC) at various levels in order to develop an understanding of DoD policies. The Contractor shall provide supporting analysis of the Navy and DoD Industry Independent Research and Development (IR&D) Program. The Contractor shall provide program analysis support for the Navy Potential Contractor Program (NPCP). The Contractor shall critically review Cooperative Research and Development Agreements (CRADAs) and provide in-house laboratories independent research program management support. The Contractor shall perform analyses and provide technical program management support to the Power Electronic Building Block Program (PEBB). The Contractor shall provide supporting program analysis of the Navy in its participation on the Joint Directors of Laboratories Manufacturing Science and Technology Panel (MS&T). SIC code 8711 applies with size standard not to exceed $2.5 million average annual receipts over 3-year period. Small businesses with necessary experience within size standard shall provide concise description of company's (a) Depth and breadth of staff experience in the above listed programs and (b) List of customers receiving like engineering/technical support within the last two years to include agency, point of contact, description of support and phone.
