Mar 96 synopsis. The soliciation number should read F02604-96-R0001.
The purpose of this synopsis is to obtain potential sources for the
construction of an 18 hole golf course, including clubhouse and
maintenance facilities at Luke AFB, Arizona. Project will require an
extensive knowledge in desert landscaping and maintenance in order to
comply with all environmental needs of the State of Arizona as well as
the Federal Government. This contract will be a firm-fixed price
contract solicitation resulting from a Request for Proposal (RFP)
technically accepted low priced offer. Magnitude range for this project
is estimated between $5,000,000 and $10,000,000. Potential sources are
invited to submit typical inefficiencies, design considerations,
timing for key milestones or other types of program initiatives that
may be incorporated or adjusted at this juncture. This is a pro-active
measure to allow expert builders and designers to identify typical
program deficiencies prior to issuance of the solicitation. This
information will be collected, reviewed and considered for
incorporation into the RFP which will be issued in Jun 96. The
acquisition team is encouraging all potential offerors to join in a
partnering relationship and commitment to formulate a clear and concise
solicitation. Initiatives which result in restrictive specifications or
solicitation guidelines, which restrict competition in any way, will
not be incorporated. This package should be limited to no more than 10
pages of literature. Any perspective contractor is invited to provide
a brief presentation demonstrating past accomplishments and commercial
capability, the presentation should not be more than 20 minutes in
length. Sources are reminded that technical submissions or commerical
presentations do not in any way obligate the Government nor will
offerors gain any advantage during the acquisition process by providing
presentations or technical information. Sources must be Certified
members of the Golf Course Builders Association of America (GCBAA) or
will be at the time of award. Each offeror is required to have built at
least three (3) 18 hole golf courses within the past five (5) years.
The proposed acquisition is unrestricted. Perspective contractors are
requested to provide a notice of their interest no later than 29 Mar
96. Contractors who wish to provide a presentation will be scheduled to
