Air Systems Command intends to award an order under Basic Ordering
Agreement N00019-95-G-0208 to Lockheed Martin Aeronautical Systems. The
effort includes moving the Cooperative Engagement Capability system
advanced development model hardware from U.S. Customs Service (USCS)
P-3B onto a fleet P-3C aircraft to support further CEC testing. This
cross-decking of equipment supports ongoing CEC testing. Lockheed
Martin Aeronautical Systems, Marietta, Georgia is the original
equipment manufacturer of the P-3 and the contractor that modified the
USCS P-3 into its present configuration. The contractor owns the
installation drawings and specifications and will be required, as part
of this effort, to restore the USCS P-3 to the condition it was in
prior to CEC installation. As the sole developer/owner of the
installation package, Lockheed Martin Aeronautical Systems is the only
known firm with the expertise and technical data need to perform the
effort. The Administrative Contracting Officer will conduct
negotiations with Lockheed Martin Aeronautical Systems. See note No. 22
