A -- TEAMING PARTNERS FOR EARTH SYSTEM SCIENCE PATHFINDER (ESSP) AO DUE 042996 POC Richard Siebels, Contract Specialist (804) 864-2418. Correction: This is a correction to a notice that appeared in the CBD on March 19, 1996. NASA Langley Research Center is seeking interested teaming partners for the following described requirement. A formal Request for Proposal will be issued on March 29, 1996. Principal Investigators (PI's) at the Langley Research Center (LaRC) are developing a spectrum of mission concepts in anticipation of future, near term Mission To Planet Earth (MTPE) Announcements of Opportunity (AO). LaRC missions, focused on atmospheric science, are in support of the strategic science and programmatic objectives of the MTPE Program. The individual missions are summarized in the following paragraphs. LaRC is seeking academia, industry and government partners to team in proposing the LaRC mission concepts. The selected team will then develop and propose the broad scope mission: sensors, instruments, spacecraft, launch services, mission operations, data acquisition, distribution and archiving. Partners may be elected to provide specific aspects of the mission, e.g., instrument(s) and or perform broader integration of the mission. Selection of team members from the RFP will lead to development of mission implementation approach, development schedule and a rough cost estimate range for each mission in step one of a two step process anticipated in the MTPE AO. High science value missions from step one will then be requested to expand science and management information from step one and submit a more detailed step two proposal, including cost. These step one and two proposals will be submitted by the LaRC PI as the team leader. All conceptual mission study activities will be conducted on a no-exchange-of-funds basis. Actual award of contracts for mission implementation is contingent upon all of the following (1) appropriation of funding, (2) release of an ESSP AO by NASA Headquarters, Mission to Planet Earth, (3) selection of LaRC missions and (4) allocation of funding to LaRC. The science missions which NASA is seeking partners on are as follows: (1) The Advanced Solar Occultation Experiment mission is focused on observations of key climate parameters in the lower troposphere and on long term trends of gases that control ozone change. This mission will provide vertical profiles, near globally, of temperature, pressure, ozone, water vapor and aerosol extinction. POC: Bob Sherrill, NASA LaRC, (804) 864-7085. (2) The Atmospheric Spatial and Temporal Sampling Mission will provide high spatial and temporal resolution measurements of temperature, ozone, and other minor species in the upper troposphere and lower stratosphere. (3) Clouds and Aerosol Mission (PICASSO) will provide data on global cloud structure, cloud optical, and microphysical properties, tropospheric water vapor, and tropospheric aerosol structure and optical depth. A polar orbit is required. These observations will allow significant improvements in our understanding of the role of clouds and aerosols in the Earth's radiation budget and atmospheric chemistry. (4)Geostationary Tropospheric Pollution Satellite (GEO-TROPOSAT) mission will investigate tropospheric chemistry through the measurement of carbon monoxide, tropospheric ozone and tropospheric aerosols. These measurements will be made at a high enough temporal and spatial rate to support study of regional and national trends in anthropogenic trace gas emissions and uninterrupted monitoring of total ozone and other ozone trends. (5) Comprehensive Ozone Spectroscopy Monitoring Satellite (COSMOS) Mission will provide solar occultation measurements of the lower stratosphere and upper troposphere including ozone and a comprehensive set of chlorine and reactive nitrogen chemical species. (6) Far Infrared Emission Sensor mission will provide the first global assessment of odd-hydrogen and bromine species necessary to predict long term ozone loss resulting from aircraft emissions and increased bromine loading. (7) FireSat mission will determine the interannual variations in the global distribution of vegetation fires and assess the impact of vegetation fire emissions on tropospheric chemistry and the surface radiation budget, as well as the spatial and temporal distribution of vegetation fires globally for a period of several years, including the detection and mapping of vegetation fires showing fire front intensity, and the detection mapping, and size of burned areas. (8) Global Ozone, Aerosol and Cloud Lidar (ORACLE) mission will provide high spatial resolution measurements in the troposphere and stratosphere of ozone profiles and total column with simultaneous aerosol and cloud profiles to address key global environmental issues including global change, ozone depletion, atmospheric chemistry, climate, atmospheric dynamics, and meteorology. (9) Aerosol and Ozone Mission (SAGE III) will provide data on global aerosol and ozone as well as, Water Vapor, Nitrogen Dioxide, Nitrogen Trioxide, & OClO in the Troposphere and Stratosphere. A mid-inclination (60-70 degrees) orbit is required. These observations are a vital complement to the existing program during a period when atmospheric chlorine and hence ozone destruction will be at their maximum. The Request for Proposal will be released on or about March 29, 1996 and will be available only through the NASA Acquisition Information System (NAIS) on the internet. Proposals will be due approximately thirty days later (or April 29, 1996). Early submission of proposals is permitted. As set forth above, there is no obligation on the Government to award contracts or provide any funds for this effort. In accordance with provisions set forth in Federal Register Vol. 60, No. 180 dated September 18, 1995, and Federal Acquisition Circular No. 90-32, please advise if the requirement is considered to be a commercial or commercial type product.
