quantity contract for Architect/Engineer Services for preparation of
plans, specifications, cost estimates, feasibility studies and project
documentation for both special and MCON level projects for an
unspecified number of mechanical/electrical designs at the Naval
Submarine Base New London, Groton, CT. Architectural, roofing design,
civil, marine, structural, environmental, and asbestos/lead abatement
disciplines will be involved to a lesser extent. The SUBASENLON
Engineering Office uses the SPECSINTACT specification system and
AutoCAD computer-aided drafting system. Options to provide post
construction contract award services such as shop drawing review and
approval, consultation, construction inspection and preparation of
record drawings, may be exercised at the discretion of the Government
and within 18 months of project award. The contract period is one year
plus an option year to be exercised at the discretion of the
Government subject to workload and/or satisfactory A/E performance.
Some construction costs will be under $25,000. A minimum fee of
$25,000.00 is guaranteed by the Government. The total fee paid is not
to exceed 250,000 per year, for a maximum of $500,000.00 for the two
year period. Significant evaluation factors (in order of importance)
are as follows: (1) Specialized experience of the firm in HVAC, piping
and electrical systems in buildings and exterior distribution
including architectural, roofing design, civil, marine, structural,
environmental, asbestos and lead abatement. (2) Professional
qualifications of the staff to be assigned to this contract (including
those of any consultants). Capacity of the assigned team to accomplish
the work within the required time constraints (including present
workload). (4) Past performance with respect to quality of work,
compliance with performance schedules and cost control effectiveness
(emphasis on DOD work). (5) Location of the firm in the general
geographical area of the project and knowledge of the locality of the
project, provided there is an adequate number of qualified firms for
consideration. (6) Demonstrated success in prescribing the use of
recovered materials and acheiving waste reduction and energy efficiency
in facility design. (7) Volume of work previously awarded to the firm
by the Department of Defense. A/E firms which meet the requirements
described in this announcement are invited to submit completed Standard
Form 254 and 255 (unless already on file), U.S. Government
Architect-Engineer Qualifications to the ROICC office. Firms responding
to this announcement within 30 days will be considered for selection.
Respondents may supplement this proposal with graphic material and
photographics which best demonstrate design capabilities of the team
