Solicitation GS11P95AQD0016, CBD issued on March 20, 1996 (Issue No.
PSA 1555) is hereby cancelled; replace the above announcement with the
following announcement: The General Services Administration (GSA) is
seeking expressions of interest (firms that submitted previous requests
need not re-apply) for Construction Management Services (CM) to perform
design phase (except actual design), procurement phase, construction
phase(s), and other related services for the renovation of the Main
Justice Building, 9th Street & Constitution Ave., NW, Washington, DC.
Contract duration, from start to completion, will extend from
approximately December 1996 to June 2004 and the estimated construction
cost is approximately $ 125,000,000. All work will be performed
according to GSA authorized and approved standards. The CM contract
will have a fixed fee amount for specific project phases and unit
prices for additional supplemental services to be obtained via Delivery
Orders as required. This negotiated solicitation is open to both small
and large professional firms specializing in providing CM services,
which have active, properly staffed offices within the continental
United States. The professional firm (if not a small business concern)
must present an acceptable Small Business and Small Disadvantaged
Business Subcontracting Plan as part of its proposal in accordance with
Public Law 95-507. A local office within the GSA National Capital
Region (NCR) will be required for all firms except those in and around
Baltimore,through which all communications and control associated with
the project must be managed. The boundaries of the GSA NCR include the
District of Columbia; Montgomery and Prince George Counties, MD;
Fairfax, Prince William and loudoun Counties, VA; the Cities of
Alexandria, Falls Church, and Fairfax, VA. The RFP will include minimum
Go/No-Go screening factors as follows: (A) The Offeror ( or Offeror's
Team) must demonstrate experience as a CM contractor on at least one
(1) similar project within the past ten (10) years. Similar is defined
as a project comparable in nature, type and complexity meeting the
following five (5) characteristics: (1) Modernization of an office
building including replacement or renovation of major electrical,
mechanical, plumbing, and fire protection systems, and substantial
architectural changes to the tenant areas, (2) Construction was
performed in a substantially occupied building, (3) The project
involved either a building not smaller than 300,000 gross square feet
or had a construction contract award amount of not less than $50
million, (4) Construction was performed in phases, (5) Construction was
performed in a building listed or eligible to be listed in the National
Register of Historic Places and involved renovation/restoration of
significant historic elements. (B) The offeror must demonstrate
experience as a CM contractor on at least one large project within the
past ten years. Large is defined as a project comparable in nature,
type, and complexity meeting three (3) of the five characteristics
listed in Item (A) above, one of the which must be project size as
indicated in (a)(3). (C) The designated Construction Executive (CEx)
must have experience, within the past (10) years, on at least one large
project as defined in item (B) above. (D) the Designated Quality
Control Superintendent (QCS) must have experience, within the past ten
years, on at least one large project as defined in Item (B) above. (E)
The combined experience of the CEX and QCS must cover all five
characteristics listed in Item (A). If the proposal passes this
screening, further technical evaluation will be performed. The RFP will
be available for issuance approximately 4/15/96. RFP copies may be
obtained by writing to Mr. Boutros at the above address; copies are
limited to one(1) per firm. All qualified responsible sources are
encouraged to submit proposals for consideration. Requests for copies
of this proposed procurement should be received in this office not
later than 10 days from the date of publication of this notice, in
order to facilitate mailing of same to the extent copies are available.
Small and Small disadvantaged firms are encouraged to participate as
prime contractors, or as member of joint ventures with other small
