Coastal Systems Station, Dahlgren Division, NSWC, Panama City, Florida
intends to solicit competitive proposals for non-personal technical and
engineering support services for various Mine Warfare (MIW) systems
being developed, modified, or supported by the Coastal Systems Station
(COASTSYSTA). The major MIW mission areas include: Surface Mine
Countermeasures (MCM), Airborne MCM, Shallow Water MCM, Mine
Development, and In-Service Engineering of MCM and Mine Systems. Major
platforms supported include: the MCM-1 and MHC-51 Class ships and
helicopters, and Air Cushion Vehicles used in a mine warfare
environment. Efforts in MIW support will involve concept formulation,
system design, systems engineering and integration, installation and
checkout, in-service engineering, configuration management, quality
assurance, and integrated logistic support for systems from cradle to
grave, i.e., from initial concept development through operational
fielding and life cycle support. Required areas of technical expertise
include: Command, Control, Communication, Computers and Intelligence
(C4I); Precise Navigation; Sonar; Radar; Tactical displays; Remotely
Operated Undersea Vehicles (ROVs); Mechanical and Influence
Minesweeping; Energetics; Electro Optic programs; Modeling and
simulation; and Life Cycle Management. Support will also be required
for emergent advanced development and related technology base programs
in support of MIW. Technical and cost proposals will be requested. The
successful contractor must have a SECRET facility clearance. A DRAFT
solicitation will be released on 8 April 1996. Industry comments are
due back to COASTSYSTA by 19 April 1996. Anticipate FORMAL solicitation
