IMPROVEMENT PROJECTS FOR NORTHERN CALIFORNIA SOL 052571-96-A-0021 DUE

Contract Assistant, 415/794-6336. The U. S. Postal Service is
soliciting prequalification statements from prime contractors
interested in being placed on a prequalified contractors list for
construction of tenant improvement projects in Northern California
(from approximately Bakersfield, CA North to the Oregon border) which
will include, as a minimum, the proposed Pacific Area offices at the
Embarcadero Postal Center (EPC), San Francisco, CA. No fewer than three
and a target number of seven of the most highly qualified prime
contractors will be placed on the prequalified contractors list. The
list will remain in effect for one year from notification of placement
on the list. A separate solicitation package for each project will be
mailed to all contractors prequalified under this solicitation and the
prequalified contractors will have the option to submit, or not submit,
a cost proposal for each solicitation. In the event the response from
prequalified contractors is not sufficient to ensure adequate
competition for a tenant improvement project, the Postal Service
reserves the right to prequalify additional contractors and to request
new proposals under the solicitation for the tenant improvement
project. The Postal Service also reserves the right to issue
open-market solicitations for specific projects when determined by the
contracting officer to be in the best interest of the Postal Service.
Interested prime contractors may obtain a prequalification package at
no cost by submitting a written request to Grace Batesting at the
above address. Requests can also be faxed at 415/794-0823. The primary
evaluation factors that will be used by the evaluation committee for
prequalification, which are of equal importance, are: (1) Demonstrated
prior experience in doing tenant improvements for office space, (2)
References from past clients for tenant improvements of office space,
(3) Financial stability as indicated by certified Financial Statements,
(4) Uncommitted bonding capacity adequate for this project, and (5)
Qualifications of the proposed management team for this project
(provide resumes). Secondary evaluation factors to be considered are:
(1) Safety Program, (2) Company organization, and (3) Minority business
participation and commitment. Prequalification statements will not be
returned. Interested firms are encouraged to submit their
prequalification statements via the U. S. Postal Service at the above
