(312/751-7130). The U.S. Railroad Retirement Board (RRB) seeks
information about the availability of Year 2000 Data Conversion
Software for an IBM 3090-400J computer under the MVS-ESA operating
system. The software being sought would assist the RRB in converting
dates and dates fields in legacy software systems to accommodate years
beyond 1999. The software package(s) shall have the characteristics
and capabilities listed below. Firms providing information must furnish
information as to whether their product(s) provide(s) the following
functions or has the following characteristics: 1.) Must run on the
aforementioned mainframe computer and under the stated operating
system; 2.) Must be compatible with the RRB's data processing
environment consisting of IBM 3090-400J mainframe, MVS/ESA, IDMS DB/DC
(release 12.0), CA-ADS, CICS, VSAM, TSO/ISPF, VS COBOL II, OS/VS
COBOL, and CA-LCS/CMF; 3.) Must allow concurrent users; 4.) Must
process all programs in a system in one run; 5.) Must locate date
fields in program source code, ++INCLUDE and COBOL COPY members by
analyzing field name, COBOL picture clause, and data movement; 6.) Must
allow user to add or eliminate date field names for searching; 7.) Must
advance the user to date fields in the ISPF session; 8.) Must have
sample date routine ISPF edit MACROS for insertion into source code;
9.) Must provide impact analysis reports at both program and system
level. Conversions can be done by expanding fields from 2-digit year
format to 4-digit year format. Conversions can also be done by changing
program logic using windowing techniques. Impact analysis reports must
estimate time cost and level of complexity for both the field
expansion conversion method and the change in program logic method.
Interested parties should submit hardcopy technical literature
describing the software product(s), pricing list and General Services
Administration (GSA) contract number, if applicable. Interested firms
shall also provide a statement on company letterhead of their
qualifications, experience and references describing the degree to
which the software product proposed can comply with the above
requirements. The vendor hardcopy documents must be received at the RRB
by close of business, April 19, 1996. THIS IS NOT a Request for
Proposals (RFP). NO SOLICITATION DOCUMENT EXISTS. No telephone calls

Information (RFI) must be in writing on company letterhead and can be
