contract is proposed to the National Association of State Mental Health
Program Directors Research Institute, Inc. (NASMHPDRI). The purpose of
this procurement is to initiate and complete the third cycle of data
collection for a state mental health agency (SMHA) profile system (SPS)
using an electronic rather than paper method of data collection. This
goal includes several specific objectives: (1) to further develop the
capacity of the SMHAS to institute and maintain an expanded data system
that would permit the construction of profiles for organizations,
patients, staff, financial data, and other characteristics of state
mental health service delivery systems; (2) to utilize a national
organization, i.e. NRI, acting on behalf of the SMHAS to receive and
process data from the SMHAS, and to report these data to CMHS; (3) to
further test the capacity of the states to repond to ad hoc surveys on
current issue(s), especially complex issues relating to consumer
issues and the provision of mental health services under state health
care reform by querying the states and having them respond
electronically through the bulletin board system of the SPS; (4) to
further test the report generator feature of SPS whereby the SPS data
files can be downloaded to a PC and reports generated with the use of
spreadsheets, statistical packages, and graphics packages; and (5) to
move from annual updating to modular collection so that selected data
can be updated periodically using electronic data collection and new
modules such as those relating to state health reform and consumer
issues can be added as needed. The NRI is the only known organization
that has ready access to archival data maintained by all SMHAS; is
capable of assuring the cooperation of all SMHAS in the tasks to be
undertaken; and enjoys the confidence of all fifty-six state and
territorial SMHAS with respect to all contractor applications of SMHA
archival data. Accordingly, it is the intent o CMHS to develop a two
(2) year cost reimbursement completion type contract on other than full
and open competition, consistent with Federal Acquisition Regulation
Section 6.302-1. Inquiries regarding this proposed procurement should
