Officer, 803-525-2880. This is an Architect-Engineer contract to
provide a Sanitary Facilities Management Program. The contract will be
for a one year period and will not exceed $99,000.00. The project
proposes to develop a quality control inspection and management program
for the sanitary sewer system to include lift stations, wet wells, and
lines. The subject inspection program will be integrated into Parris
Island's existing PC-based facilities maintenance management program.
In addition, a system condition survey utilizing the newly developed
program and television inspection will be conducted to establish a long
range maintenance plan. Reviewing shop drawings, construction
inspection, and/or preparation of as-built drawings, operational and
maintenance manuals, may be required. Responses must be received not
later than May 6, 1996. Any inquiries (including submission of SF255)
should mention and show title, location, and contract number on the
outside envelope. Architect-Engineer firms are invited to submit: (1)
a Standard Form 254, Architect-Engineer and Related Services
Questionnaire; (2) a Standard Form 255, Questionnaire for Specific
project; and (3) any requested supplemental data to the procurement
office shown. Firms having a current Standard Form 254 on file with the
procurement office are not required to resubmit this form. Firms
responding to this announcement before the closing date will be
considered for selection, subject to any limitations indicated with
respect to size and geographic location of firm, specialized technical
expertise or other requirements as listed. Following an initial
evaluation of the qualifications and performance data submitted, three
or more firms considered to be the most highly qualified to provide
the services required will be chosen for interview. The Department of
Defense policy for selection of Architect-Engineer firms is not based
upon competitive bidding procedures, but rather upon the professional
qualifications necessary to the satisfactory performance of the
professional services required, subject to the following additional
considerations: (1) Qualifications of the people assigned to do the
work; (2) Recent experience of these people in an overall variety of
facilities maintenance management, sanitary sewer condition surveys,
and civil skills; (3) Quality assurance and document coordination
methods used during design; (4) Awards from all DOD agencies in Fiscal
Years 1993, 1994, 1995 with the objective of trying to distribute
contracts among all qualified firms including those that are
minority-owned firms or have not had prior contracts; (5) Distance from
the project. Firms desiring to register for consideration for future
projects administered by the procurement office are encouraged to
submit annually a statement of qualifications and performance data,
utilizing standard Form 254, Architect-Engineer and Related Services
Questionnaire. This is not a request for proposal. The proposed
procurement is classified unrestricted pursuant to PL 100-656, Small
