Cunningham, 410-962-3953 D. The Corps of Engineers intends to award a
Sole Source Indefinite Delivery Type Contract (IDTC) with the Dynamac
Corporation for the initial fielding of the Hazardous Substances
Management System (HSMS) which was developed through the Defense
Environmental Security Corporate Information Management (DESCIM)
program. The purpose of the DESCIM Program is to migrate the myriad of
existing redundant environmental information systems into flexible DOD
standard information systems that will meet essential environmental
requirements of the military community. The contractor will be tasked
to continue to provide HSMS fielding support to Headquarters,
Department of the U.S. Army (HQDA) activities and fielding support to
selected Army Installations. The ongoing specific tasks will require
the contractor to continue the evaluation of process improvements and
evaluation of installation hazardous materials/hazardous waste (HM/HW)
business practices and recommendations for improvement. Additionally,
the contractor will be required to provide HSMS engineering
environment support which consists of operation of a hardware/software
testing facility for the evaluation of modifications, development and
maintenance of the generic HSMS data base, and analysis of the
feasibility of using existing information extracted from existing data
bases to populate (load) the HSMS database. The contractor will also
continue identification of the cost and benefits ofimplementing HSMS
through the development of cost and benefit analyses. Additionally, the
contractor will continue to develop and conduct training (i. e.,
orientation training, operators training, contractor certification,
systems administrator/data base administrator training, and either
Informix or Oracle training). New specific tasks will require the
contractor to perform functional site surveys at installations, develop
and provide documentation (e.g., functional description, users manual,
HSMS implementation assistance guide, computer operation manual, and
business practice procedures), and establish a training facility at a
selected Army location. The contractor will also prepare and conduct
meetings, working sessions, presentations and participate in an
implementation planning workshop. Additionally, the contractor will
provide any U.S. Army Environmental Center requests for generic HSMS
fielding support that may facilitate implementation. The contract will
require the contractor to have complete knowledge of the HSMS program
(all tasks previously listed) and extensive experience with HSMS
software and the hardware necessary for its operation both in a stand
alone and network mode of operation. The contract will require recent
extensive experience with Army Logistics and applicable
hardware/software. Additionally, the contract will require extensive
experience with existing Army functional HM/HW practices at all types
of Army installations and familiarity with proposed modifications
necessary to achieve successful HSMS initial operational capability
(IOC) at five selected Army installations by 30 September 1996.
Experience with HSMS personnel and thorough knowledge of the program is
a significant requirement. The contractor will assume responsibility
and liability for the ongoing specific tasks previously discussed:
evaluation of process improvements, evaluation of Installation HM/HW
business practices and recommendations for improvement, support for the
HSMS engineering environment, cost and benefit analyses, and training.
The contractor will assume liability for the existing generic HSMS
database and completion of the development, population, and maintenance
of ongoing database functions. The contractor will assume
responsibility and liability for HSMS fielding support to HQDA
activities and selected Army Installations (five Installations must
achieve IOC by 30 September 1996). The contractor will also assume
liability for evaluating and detailing process improvements. The
contractor will assume responsibility for all the cost and benefits
analyses performed justifying the implementation of HSMS,
documentation, training, any and all liability that results from the
contractor preparing and conducting meetings, working sessions,
presentations. Additionally, liability for all functional site surveys
and HSMS engineering environment support. The Government estimate for
this work is approximately $1.0 million dollars. (1) Technical point
