Washington Detachment intends to procure management and analytical
support services on behalf of the Naval Supply Systems Command. The
Contractor shall provide independent analysis, technical studies,
project management, and trouble-shooting in response to tasks involving
the development and execution of initiatives assigned to the Naval
Supply Systems Command and its field activities. Specific tasks include
the following: (1) assistance in privatization initiatives within
NAVSUP claimancy with services to include performance improvement
methods, cost-benefit analysis, and technical advice on privatization
and outsourcing alternatives; (2) financial and logistics expertise to
assist in budget justifications and analysis of fiscal records for
NAVSUP field sites; (3) technical support to perform risk assessment
and economic analysis to improve the Navy's financial and supply
processes; (4) support the Defense Printing Service through statistical
analysis and recommendations to streamline document development and
distribution; (5) provide management support to the development and
continued operation of NAVSUP's Civilian Career Management Office. Work
under this contract will be performed at various NAVSUP field
activities throughout the continental United States and abroad. The
type of contract will be a Cost Plus Fixed Fee, Level of Effort,
Indefinite Delivery/Indefinite Quantity, with a period of performance
consisting of a base year, four one-year options, and an option to
extend services for an additional 6 months. The estimated level of
effort is 170,000 labor hours for all years. This procurement is
unrestricted and open to all sources. The SIC is 8742 with a small
business size standard of $3.5 million. FISC Det Washington shares a
permanent automated bidder's mailing list (BML) with the Treasury
