will be accepted. The 11th Contracting Squadron intends to negotiate on
a sole source basis with Delaware State University for a fixed price
requirements contract with a one year base period, and two one year
options for an Aviation Training Program designed to help the U.S. Air
Force increase its number of minority pilots through training and
orientation to aerospace operations. The training program will be
designed to support those Air Force Reserve Officer Training cadets
attending Historically Black Colleges and Universities (HBCUs) and
Minority Institutions (MIs) throughout the United States who have
successfully completed at least one academic year towards a four year
college degree. In order to have their responses to the synopsis
reviewed, interested sources must be a four year degree granting
Historically Black College/University (HBCU)or Minority Institution
(MI) fully accredited as an institution of higher learning which offers
an Airway/Aviation Science Program that: 1) is certified by the Federal
Aviation Administration under Federal Aviation Regulations, Part 141,
and a member of the University Aviation Association; 2) is fully
insured; 3) provides program instruction and management with its own
inhouse (organic) personnel/faculty/staff; 4) fully prepares candidates
to obtain a private pilot's license and provides organic orientation on
logistics, air traffic control, airfield management and airfield
operations; 5) will provide for the necessary equipment, materials,
pre-class orientation, room and board, transportation, and other
items/services necessary to support the program; 6) has been training
professional pilots for at least five years; 7) leads to a Bachelor of
Science degree in either aircraft systems management (i.e.
professional pilot) or airway science/aviation management; and 8) meets
all the aforementioned requirements at the time of contract award. All
responsible sources may submit a proposal which will be considered by
the agency. Any information provided in response to this synopsis
shall be done so completely at the respondent's expense, become the
property of the Government, and will not be returned. See Note 22.
