equipment, storage, office space and supervision necessary for the
repairs and alterations to the James A Byrne U.S. Courthouse and
William J. Green, Jr., Federal Building herein known as the Byrne/Green
Complex at 601 Market St., Philadelphia, Pennsylvania. The renovations
will involve various portions of the entire complex, this being 51,400
square meters of usable space in the Green Federal Building and 39,900
square meters of usable space in the Byrne U.S. Courthouse. The third
and fourth floors of the Byrne Courthouse will experience partial and
full demolition of existing spaces respectively. New Federal
courtrooms, chambers and ancillary spaces will be constructed on the
third and fourth floors in three (3) sequential phases. More than half
of the Green Building's second floor will be demolished and a new
kitchen, cafeteria, dining room and GSA conference rooms will be
constructed. Asbestos abatement will occur on the three floors
mentioned above as well as within various mechanical rooms in the
complex. Various mechanical and electrical systems and their components
for the complex will be upgraded. Mechanical and Electrical work occurs
throughout the complex which includes over twenty two (22) floors for
the Byrne Courthouse and over ten (10) floors for the Green Building.
The project will contain 12 construction options to be exercised at the
Government's discretion. The Byrne/Green Complex operates under U.S.
Marshal security regulations. The successful bidder will be required to
submit for clearance names of intended work force. Work will occur in
secure fully occupied environments throughout the duration of the
project. Work will also occur after-hours as to not impede the business
of the Goverenment. DEFINITIVE RESPONSIBILITY CRITERIA: In order for
the apparent low bidder to be deemed responsible (which is a mandatory
condition for award of the contract), certain criteria MUST be met by
both the general constuction bidder, and by the subcontractors, who
will perform work under the contract. Evidence demonstrating that the
bidder meets the definitive responsibility criteria for the general
construction bidder (including the criteria for the Project Manager,
Project Engineer, and Superintendents), must be submitted by the bidder
with the bid. Evidence demonstrating that the proposed subcontractors
meet their applicable responsibility criteria must be submitted by the
bidder with the bid. FAILURE TO SUBMIT THE REQUIRED EVIDENCE AND/OR
RELATED INFORMATION AS REQUESTED BY GSA, WILL RESULT IN A FINDING OF
NON- RESPONSIBILITY. A: DEFINITIVE RESPONSIBILITY CRITERIA FOR GENERAL
CONSTRUCTION BIDDERS (''THE BIDDER''): The bidder shall have
successfully completed at least five (5) projects each with a
construction cost of $15 million or more, each involving phased
renovations in high rise buildings. Two (2) of the five (5) projects
completed should have been fully occupied, and the other three (3) at
least partially occupied. Projects deemed to have been successfully
completed, are those which were considered to be successful by the
building owner, or their representative, with respect to schedule,
cost, and quality of work. Also, projects listed should demonstrate the
bidder's ability to maintain uninterrupted operations, in any area
affected by these construction projects. At least two (2) of the
qualifying five (5) projects sited above, MUST have been performed in
the Metropolitian Philadelphia area. Projects not meeting this
requirement, WILL NOT qualify. Definitive responsibility criteria must
also be met for the bidder's (general contractor's) designated
full-time on-site Project Manager, Project Engineer, and
Superintendents (one Mechanical, Electrical, Plumbing (MEP), and one
Architectural), which will be used on the subject project in
Philadelphia, PA. These criteria are: I. They must have been an
employee of the bidder for at least the previous two (2) year period.
II. All must have at least five (5) years total experience in
management roles on construction projects. The Superintendents must
have at least ten (10) years total experience. III. They must have been
the full-time project manager, project engineer, or superintendent for
at least two (2) renovations projects of $15 million or more in total
construction cost and within partially/fully occupied high rise
buildings. (This experience must have been as a general contractor's
project manager, project engineer, or superintendent, with
responsibilities which include managing, sequencing, overseeing quality
control, and coordinating the work of subcontractors. The experience
does not need to have been with their current employer.) All
information required by this section (A) regarding both the qualifying
projects, and Project Manager, Project Engineer, and Superintendents,
must be submitted by the bidder with the bid. This information will
include a description of each project, dates of construction, name of
the architect/ engineer and the owner, construction value, etc. In
addition, a CURRENT address and telephone number of a knowledeable
reference (either the owner's representative or architect's
representative during construction, or the individual currently
responsible for the building), shall be included. Projects with
references that cannot be contacted, will not qualify. B: DEFINITIVE
RESPONSIBILITY CRITERIA FOR HVAC, PLUMBING, ENERGY MANAGEMENT,
ELECTRICAL, AND ASBESTOS ABATEMENT SUBCONTRACTORS: Definitive
responsibility criteria for subcontractors performing HVAC, Plumbing,
Energy Management, Electrical, and Asbestos Abatement MUST be met and
demonstrated as condition of contract award to the bidder. In addition
to meeting the experience, and qualification requirements set forth in
the technical sections of the speciications for the work they will
perform, these subcontractors must demonstrate successful experience in
their subcontract trade(s) on five (5) projects involving phased
renovation in occupied buildings as described above for general
contractors. This experience may be with any general contractor.
Asbestos Abatement sub- contractors must be licensed by the State of
PA/City of Phila. Additionally these subcontractors must have had at
least three (3) prior subcontracts with the bidder for the work they
are to do on this project. To qualify, each of these subcontracts must
have had a subcontract amount as follows: *HVAC - five (5) projects
each $5 million or greater, one (1) of which must be a project $10
million or greater, and one (1) of which must be a high rise project
with central boiler & chillers. *Electrical - five (5) projects each $2
million or greater. *Plumbing - two (2) projects each $1 million or
greater. *Asbestos Abatement - five (5) projects each $.3 million or
greater, and one (1) of which was $ .5 million or greater. At least one
of these projects must have been performed in a fully occupied
building. *Energy Management - five (5) projects each - $2 million or
greater, and one (1) of which was $3 million or greater. Bidders may
propose more than one (1) subcontractor for HVAC, Electrical, Plumbing,
Asbestos Abatement, and Energy Management, up to a maximum of four (4)
potential subcontractors for each trade. If none of the proposed
subcontractors for each specific trade meet the required criteria, the
bidder will be determined to be nonresponsible. In order for a bidder
to be determined responsible, the bidder must submit information with
the bid, which demonstrates that the subcontractors for HVAC,
Electrical, Plumbing, Asbestos Abatement, and Energy Management meet
their respective criteria. C: DEFINITIVE RESPONSIBLITY CRITERIA FOR
CERTAIN SPECIALTY SUBCONTRACTORS: Subcontractors for MILLWORK, will be
required to provide information demonstrating their conformance to the
requirements for experience and other qualifications listed in the
technical sections of the specifications which address work they will
perform. Bidders may propose more than one (1) and up to a maximum of
four (4) potential subcontractors for each trade. If none of the
proposed specialty subcontractors meet the required criteria the bidder
will be determined to be nonresponsible. In order for a bidder to be
determined responsible, the bidder must submit information with the
bid, which demonstrates that the subcontractors for millwork meet their
respective criteria. The estimated project cost is between $20,000,000
and $25,000,000 and procurement is being issued as full and open
competitation. The SIC Code for this project is 1542. This announcement
