Z -- RENOVATIONS & ALTERATIONS AT THE SSA SOL GS-03P-96-CDC-0012 DUE 052096 POC Contact,Gregory Wright,215/656-6118 Contractor will be required to provide all materials, equipment, labor, and supervision necessary for the renovation of the Social Security Administration's Mid-Atlantic Program Service Center in Philadelphia, PA. The work involves the phased renovation of an existing, occupied eight story office building (seven floors of office space, plus penthouse) built in 1975. The Scope of Work can be briefly summarized as follows: HVAC: Replace the chillers, chilled water pumps, condenser water pumps, radiation pumps, reheat pumps, basement grilles and diffusers. Replace the existing oil burners and controls with oil/natural gas dual fuel burners and controls. Replace the existing underground fuel oil storage tanks with new double-wall fiberglass tank and provide oil leak detection/monitoring system. Plumbing: Replace the domestic hot water heaters and associated equipment. Replace fixture trim on toilets, provide water conserving valves and faucets. Make UFAS/ADA improvements. Upgrade miscellaneous fixtures. Electrical: Replace primary switchgear, secondary unit substations and motor control panels. Elevators: Replace the existing drives and control equipment with new solid state drives and micro- processor-based controls. Upgrade cab interiors. Provide maintenance service for new and existing equipment. Exterior Curtain Wall: Clean the curtain wall and the adjacent aluminum surfaces to remove stains and discoloration and return the aluminum assembly to its original appearance. Ceiling Systems: Revise the existing nominal 1524mm x 1524mm lay-in tile grid system to accept a normal 610mm x 1524mm lay-in tile. Repair and clean and/or paint grid. Windows: Repair and/or replace the glazing system air infiltration seals, provide a safety restraining mechanism and replace the locking mechanism. The following is expected to be included in the solicitation as Options, to be required at the Government's discretion: Fire Protection: Replace existing copper sprinkler lines on floors 2 through 7 and provide additional coverage where lacking. Modify fire alarm system as required. Foundation Walls: Repair building foundation leaks. Stair Guard Rail: Retrofit stair balusters to meet life safety code. Entrances: Replace existing sliding doors with new revolving door entrances: Replace existing sliding doors with new revolving door The estimated cost of this project is between $5,000,000.00 and $10,000,000.00. This procurement is being solicited under full and open competition. SIC Code is 1542. This announcement also constitutes synopsis of the Pre-Invitation Notice. There will be a nonrefundable charge of $120.00 for each copy of the solicitation, inclusive of any amendments that may be issued. Definitive Responsibility Criteria: In order for the successful offeror to be deemed responsible, which is a mandatory condition for award of the contract, certain criteria must be met by the general construction offeror and by the subcontractors that will perform certain portions of the work under the contract. Evidence demonstrating that the successful offeror meets the definitive responsibility criteria for the general construction offeror (including the criteria for the Project Manager and Superintendent), and that the proposed subcontractors meet their applicable responsibility criteria, must be submitted by the successful offeror with the proposal. Failure to submit the required evidence and/or related information as requested by GSA, on or before the proposal due date, will result in a finding of nonresponsibility. A. DEFINITIVE RESPONSIBILITY CRITERIA FOR GENERAL CONSTRUCTION OFFERORS (''THE SUCCESSFUL OFFEROR''): 1. COMPANY CRITERIA. (a) OCCUPIED BUILDINGS. The successful offeror shall have successfully completed at least three (3) projects since January 1986, each involving phased multi-trade renovation in partially occupied buildings, with a construction cost of $5.0 million or more. One (1) project cited (of the three required) may have been as an ''at-risk'' Construction Manager. Projects deemed to have been successfully completed are those which were considered to be successful by the building owner or their representative with respect to schedule, cost, and quality of work. NOTE: The above qualifying projects must have been performed by the general construction offeror's corporate, regional, or local office that is proposing to perform the work contemplated herein. Projects not meeting this requirement will not qualify. 2. PERSONNEL CRITERIA. Definitive responsibility criteria must also be met for the successful offeror's designated full-time on-site Project Manager and Superintendent who will be used on the subject project in Philadelphia, PA. These criteria are: (a) They must have at least five (5) years total experience in management roles on construction projects. This experience must have been gained in the past ten (10) years. (b) They must have been the full-time superintendent or project manager for at least two (2) renovation projects of $5.0 million or more in total construction cost. (This experience must have been as a general contractor's superintendent or project manager with responsibilities which included managing, sequencing, overseeing quality control, and coordinating the work of subcontractors. The experience does not need to have been with their current employer.) All information required by this section (''A.'') regarding both the qualifying projects and Project Manager/Superintendent must be submitted by the successful offeror with the proposal. This information will include a description of each project, dates of construction, name of the architect/engineer, name of the owner, construction value, and any other information which is deemed necessary by GSA. In addition, a CURRENT address and telephone number of a knowledgeable reference (either the owner's representative or architects's representative during construction, or the individual currently responsible for the building) shall be included. Projects with references that cannot be contracted will not qualify. B. DEFINITIVE RESPONSIBILITY CRITERIA FOR MECHANICAL AND ELECTRICAL SUBCONTRACTORS: Responsibility criteria for contractors performing MECHANICAL and ELECTRICAL work MUST be met and demonstrated as a condition of contract award to the successful offeror. In addition to meeting the experience and qualification requirements set forth in the technical sections of the specifications for the work they will perform, these subcontractors must demonstrate successful experience in their subcontract trade(s) on three (3) projects involving phased renovation in occupied buildings as described in paragraph A.1.a above for general contractors. This experience may be with any general contractor. In addition, these subcontractors must have had at least two (2) prior subcontracts with the successful offeror for the work they are to do on this project. To qualify, each of these subcontracts must have had a subcontract amount as follows: Mechanical -- $1.0 million or greater; Electrical -- $2.5 million or greater. The successful offeror may propose more than one (1) subcontractor for mechanical and electrical, up to a maximum of four (4) potential subcontractors for each trade. If none of the proposed subcontractors for a specific trade meet the required criteria, the offeror will be determined to be nonresponsible. In order for the successful offeror to be determined responsible, they must submit information with the proposal, which demonstrates that the subcontractors for mechanical and electrical meet their respective criteria. C. DEFINITIVE RESPONSIBILITY CRITERIA FOR ELEVATOR RENOVATIONS & MAINTENANCE SERVICES: The PRIME CONTRACTOR (offeror) shall meet the competency qualifications, defined in Division 14 of this specification. Proof of this competency, as required by Division 14 of this specification, shall be submitted with the proposal. The offeror may be determined nonresponsible and the offer may be rejected if the offeror has established on former jobs, either Government, municipal, or commercial, a record for unsatisfactory elevator installations or maintenance, has repeatedly failed to complete its contracts within the specified completion times, or otherwise fails to meet the specified competency qualifications.
