conditions, design and repair of 102 units,and incidental related work
complete and ready for use.--The project consists of a Base Bid item
which includes all work described to the existing housing units with
the exception that; relocation of utility rooms, and altering of
carports; Option 0001 includes all work related to relocating utility
rooms, demolition of existing carports and driveways, and construction
of 2 vehicle carportsand driveways; Option 0002 includes all
landscaping and yard improvements.-- The contract is to be awarded to
the responsible offeror who submits the proposal considered most
advantageous to the Government considering ''Price'' and ''Technical''
evaluation factors. The following evaluation criteria has been
established: Factor 1 (Price) and Factor 2 (Technical) which are
weighted approximately equal. Within the ''Technical'' factor, the
following subfactors are listed in order of importance: Subfactor ''1''
Architectural Design, Subfactor ''2'' Quality and durability and energy
efficiency of proposed materials, Subfactor ''3'' Past Performance,
Subfactor ''4'' Subcontracting Effort, Subfactor ''5'' Recycling.--This
is not a public bid opening.--A site visit has been scheduled for 24
APR 1996 at 10:00 a.m. local time. Contractors are to contact Maria
Castellanos at (619) 339-2465 at least (2) days in advance for
reservations, or fax (619) 339-2258.--A pre-proposal conference has
been scheduled for 25 APR 1996 at 1:00p.m. local time at Southwest
Division Naval Facilities Engineering Command, 1220 Pacific Highway,
San Diego, CA.--The estimated cost is $5,000,000 to $10,000,000
million.--Firm Fixed Price Construction Contract.--This project is
unrestricted.--The Standard Industrial Code is 1521 and the annual size
standard is $17 million.--It is recommended that goals reflest a
minimum of 5% for Small Disadvantaged Business Subcontracting
efforts.--NOTE: Plans and specs will not be mailed to firms within a 20
mile radius of the issuing office.--A fee will be charged for all plans
and specs. Each set will cost $13.16. Mail requests to Southwest
