Furnish all plant, labor, materials and equipment to remove and dispose of six underground fuel oil storage tanks of various sizes. Tanks shall be emptied, cleaned and recycled at an approved site. Concrete covers over the tanks shall be removed and disposed of off-site. Twenty CY of contaminated soil around the tanks and pipes shall be removed and disposed of off-site by an approved disposal/recycling method in accordance with the Commonwealth of Virginia Department of Environmental Quality (DEQ) regulations. All sites shall be restored to their existing conditions upon completion of the work. All work shall be done in compliance with Federal EPA special requirements for fuel tank removals (40 CFR 280) and all Commonwealth of Virginia regulations. This work shall be performed at the US Coast Guard Reserve Training Center located in Yorktown VA. This procurement will be conducted as a simplified acquisition as request for written quotation. The anticipated award date is 9 May 1996. Contract performance period is 72 days after notice to proceed. This procurement is set-aside for small business. For the purpose of determining size status, a small business is one whose average annual receipts for the preceding three years does not exceed $7 million (SIC 1794). Solicitation packages will be available o/a 17 April 1996 for a nonrefundable fee of $5.00 per set; request will be honored until supply is exhausted. Written request must be accompanied by a certified check, cashier's check or money order made payable to the US Coast Guard in the amount of $5.00; no telephone requests for solicitation packages will be accepted.
