Denver Service Center, 12795 West Alameda Parkway, P.O. Box 25287,
Denver, CO 80225 is seeking a single supplier to provide all
components, including technical assistance, for a UL listed NFPA 72
Fire Alarm System (System) at Independence National Historic Park in
Philadelphia, Pennsylvania. The NPS plans to negotiate an indefinite
delivery/requirements contract with Simplex Time Recorder Co., Gardner,
Massachusetts, 01441-0001 under the authority of FAR 6.302-2 (Only One
Responsible Source and No Other Supplies or Services Will Satisfy
Agency Requirements.) See Numbered Note 22. Please refer to the
National Fire Protection Association (NFPA) National Fire Alarm Code
(NFPA 72) for the requirements for installation of fire alarm systems
that serve contiguous and noncontiguous properties under one ownership
from a proprietary supervising station. A Simplex 4020 alarm system
has been competitively selected to be installed in 5 buildings in
Independence Square in Independence National Historic Park. An
integrated system supplied by one manufacturer is required to ensure
system compatibility, uniformity, and the ability to identify each
discrete device at the park command center. GENERAL: a. The System
shall monitor 2400 points (fire detection and control devices) located
in more than 40 buildings. The system shall be expandable up to 5000
points. b. The System shall provide individual monitoring and control
of 372 devices connected to the existing Simplex 4020 fire alarm
control panels in five of the buildings. c. The System shall use
networked fire alarm control panels interconnected using a fiberoptic
cables and/or telephone lines. Although most buildings are located in
an area of one square mile, a few of the buildings may be up to 8 miles
from the command center. d. The System shall be monitored and
controlled from a command center located in the Park. Individual point
identification and control shall be provided at the command center
through an interface that has been designed to meet ergonomic
requirements. The interface shall include, but not be limited to, color
monitor, computer based event logging, printer, and associated
peripherals. e. The System may be upgraded over a period that may
exceed 10 years. When each building is upgraded, the System shall be
able to monitor and control each individual device. f. The supplier
shall be able to provide long term parts and maintenance agreement. g.
The supplier shall have a formalized training program and be willing
