The USIA International Broadcasting Bureau, Voice of America (VOA), has
a requirement to modernize and replace the VOA's radio Master Control
facility. The new Master Control facility will include an AES/EBU
(Audio Engineering Society/European Broadcasting Union) digital audio
router, audio monitoring router, operator's console, audio processing
equipment, analog to digital conversion units, digital to analog
conversion units and other associated audio and control equipment and
systems. The scope of the proposed contract encompasses the design,
acquisition, building, installation, integration of GFE components,
warranting and support of the Master Control facility and each of the
systems and subsystems contained within. The contractor will also be
required to furnish and install new audio and control cabling and
wiring between the new Master Control facility and VOA's existing radio
production and studio facilities. The Master Control facility serves as
the hub of the Voice of America's on-air program switching, internal
audio distribution, and audio quality control systems. The source
material for Master Control originates from studio and production
facilities located on the Voice of America headquarters, as well as
from computer audio servers and other sources of live and pre-recorded
program material. Qualified suppliers of broadcast-quality digital
audio systems may request a copy of the RFP/Solicitation by submitting
a written request, (or faxed request -- FAX NO. 202-205-5466), to the
USIA Contracting Officer at the above-listed address. A pre-bidders
conference will be scheduled by the Government at VOA Headquarters in
Washington D.C. approximately two (2) weeks after issuance of the
solicitation. All questions regarding this proposed solicitation must
be submitted by fax or in writing to the USIA Contracting Officer
within 20 days after issue date of the subject RFP. All responsible
sources may submit offers which shall be considered by the Agency.
