A -- BROAD AGENCY ANNOUNCEMENT FOR COST-SHARED PRELIMINARY RESEARCH STUDIES - MEMBRANE SEPARATION PROCESSES FOR WASTEWATER RECLAMATION SOL 1425-96-FC-81-05012 DUE 053096 POC Contact Stephanie Bartlett, (303) 236-8040, ext. 241, Grants and Cooperative Agreements Officer The purpose of this Broad Agency Announcement (BAA) is to solicit proposals for the Bureau of Reclamation's (Reclamation) Water Treatment Technology Program, Task 9, which focuses on Wastewater Reclamation. The primary objective of these research studies is to further the development and application of membrane separation technologies for the treatment of waters contaminated with toxic or otherwise deleterious substances from industrial processes, municipal treatment effluents, or from irrigation drainages. The following are generic examples of the types of development opportunities that will be considered under this BAA. These are examples only and will not necessarily be given preferential consideration over unspecified developments that may also meet the goals of this program: Recycling and reuse of industrial process/rinse waters; Recovery/recycling process materials (i.e., chemicals, plating solutions, catalysts, etc.); Removal of toxic substances, i.e., pesticides, heavy metals, radioactive elements, etc.; Lowering of biological oxygen demand and chemical oxygen demand in wastewater; Improvement of membrane polymers for waste treatment applications; Waste stream dewatering and brine concentration; Concentrating waste components for further processing; Upgrading existing industrial waste treatment processes to meet State/Federal standards; Treatment of irrigation drainage waters to remove pesticides, herbicides, nitrates, etc.; Treatment of mine drainage to remove heavy metals and other toxic pollutants; Treatment of high nitrate well waters from farm fertilization or cattle operations; and Membrane treatment of municipal wastewater for direct reuse or groundwater recharge. The offeror must make a commitment to conduct the preliminary research study for a specific site identified within the boundaries of the seventeen western states covered by the Reclamation charter, which include: Washington, Oregon, California, Idaho, Nevada, Utah, Arizona, Montana, Wyoming, Colorado, New Mexico, North Dakota, South Dakota, Nebraska, Kansas, Oklahoma, and Texas. Reclamation anticipates awarding at least two (2) cooperative agreements during FY 96 for the research studies, subject to the content and quality of the proposals received and depending on the availability of future program funds. The duration of the research shall be for one year, with an option for 1 additional 1-year extension to the agreement, for a total performance period of 2 years. FOB Denver, CO. Proposals submitted will be evaluated by a technical review panel. Cost-sharing cooperative agreements will be awarded with the Government share not exceeding $45,000 per agreement. Each offeror must provide at least a 50 percent cost share in the proposed agreement. Any responsible source, to include individuals, educational institutions, commercial or industrial organizations, private entities, public entities (including state and local), or Indian Tribal Governments, may apply. Federal agencies are not eligible to apply. A solicitation will be issued with a closing date 45 days from date of issuance. Proposals will be accepted any time during this 45 day period.
