A -- PROGRAMMABLE INTEGRATED ORDNANCE SUITE EXPLORATORY DEVELOPMENT PROGRAM SOL MNK-96-029 POC Contracting Officer, Lorna Tedder, (904) 882-4296, ext 3399. Research and development sources are sought for the Programmable Integrated Ordnance Suite (PIOS) exploratory development program. The PIOS exploratory development program objective is to design a brassboard integrated ordnance technology suite consisting of an imaging infrared target detection device (TDD), mass-focused warhead and advanced initiation fireset for counter air missile applications. A 27-month program is anticipated. Respondents must demonstrate unique technical capabilities to support ordnance suite concept development, engineering and lethality analyses, design, and proof-of-concept/risk abatement testing of critical enabling technologies, and have a facility clearance of up to the SECRET level. PIOS brassboard fabrication, integration, testing and evaluation shall be conducted in a separate, follow-on acquisition. PIOS is a collaborative program between the USAF Wright Laboratory Armament Directorate and the United Kingdom's Defence Research Agency. The Project Arrangement between the US and UK defines development lead and follower roles for each country. The US Government and US contractor shall be the leader in TDD development and the UK Government and UK contractor shall be the leader in mass-focused warhead and advanced initiation fireset development. Conversely, the US Government and US contractor shall be followers in mass-focused warhead and advanced initiation fireset development and the UK Government and UK contractor shall be followers in TDD development. Followers will have access to, and the ability to influence, leader development activities through an integrated development team structure. Associate contractor arrangements shall be necessary between the US and UK contractor to facilitate joint development and technology transfer. Firms having applicable interest, capability and background should submit particulars in accordance with Numbered Note 25 to WL/MNK, Eglin AFB FL 32542-6810, Attn: Lorna Tedder, Contracting Officer. Firms will be evaluated on their experience, personnel, and facilities. Responses to this synopsis must be received within 15 days from date of publication. This synopsis is for information and planning purposes only, does not constitute an IFB or RFP, and is not to be construed as a commitment by the Government. After statements of compatibility have been screened, a solicitation will be issued to those prospective sources who, in the sole judgment of the purchasing activity, have the potential of successfully fulfilling the requirements of the planned contract. Firms responding to this synopsis should state whether they are or are not a small business concern or a small disadvantaged business concern as defined in FAR 52.219-1 and FAR 52.219-2, respectively. The Air Force reserves the right to consider a small business set-aside based on responses hereto. This requirement may be pursued sole source if the Air Force determines that only one source is capable of satisfying the requirements. An Ombudsman has been established for this acquisition. The only purpose of the Ombudsman is to receive and communicate serious concerns from potential offerors when an offeror prefers not to use established channels to communicate his concern during the proposal development phase of this acquisition. Potential offerors should use established channels to request information, pose questions, and voice concerns before resorting to use of the Ombudsman.
