Services for Supervision and Inspection (S&I) Services, FY95 MCAR PN
3600, U.S. Army Reserve Center, Fort Shafter, Hawaii. (a) CONTRACT
INFORMATION: S&I services to include review and recommendations of the
construction contractor's submittals and field inspection of
construction. The basic contract is for S&I services of Systems and
Modular Furniture for the Reserve Center project. The Government
options are for S&I services of architectural, interior design,
structural, electrical, and mechanical components/systems. If a large
business is selected for this contract, it must comply with FAR
52.219-9 regarding the requirement for a subcontracting plan on that
part of the work it intends to subconcontract. The subcontracting goals
for this contract are that a minimum of 50% of the contractor's
intended subcontract amount be placed with small business (SB), which
includes small disadvantaged businesses (SDB), and 30% be placed with
SDB. The subcontracting plan is not required with this submittal but
the successful large business firm must submit an acceptable plan
before any award can be made. (b) PROJECT INFORMATION: The Reserve
Center consists of two buildings, a multi-story training facility
(approximately 39,000 SF) and a single-story Unit Storage/Arms Vault
building (approximately 14,000 SF). Functional areas include
administrative, classrooms, library, arms vault, and storage areas.
Construction is estimated to be completed in 1998. The estimated fee is
between $100,000 and $250,000. (c) SELECTION CRITERIA: See Note 24 for
the general selection process. Selection will be based on the
following criteria in descending order of importance: (1) professional
qualifications of the firm's staff/consultants to be assigned to the
project; (2) specialized experience of the firm in the design and/or
installation of modular and systems furniture; (3) specialized
experience of the firm in the design and/or construction management of
similar projects; (4) the firm's past performance on DOD and private
sector contracts (cost control, quality of work, compliance with
schedule); (5) capacity of the firm to accomplish the work in the
required time; (6) knowledge of the locality of the project; (7)
geographical proximity of the A-E firm to the project (secondary
criteria); and (8) volume of DOD contract awards within the last twelve
months (secondary criteria). (d) SUBMISSION REQUIREMENTS: Firms
desiring consideration must submit a Standard Form 255 (Nov. 1992
edition only) no later than 4:00 P.M. Hawaiian Standard Time by the due
date shown above or within thirty (30) calendar days from the CBD
announcement date, whichever is later. Should the due date fall on a
weekend or holiday, the submittal package will be due the first workday
thereafter. A Standard Form 254, if not already on file with the
Pacific Ocean Division, is also required for the prime and any
subconsultants. All submission documents shall be mailed to: US Army
Engineer Division, Pacific Ocean, Bldg 230, Room 204, Attn: Ms Sue Kim,
Fort Shafter, Hawaii 96858-5440. Small and disadvantaged firms are
encouraged to participate as prime contractors or as member of joint
ventures with other small businesses. All interested contractors are
reminded that the successful contractor will be expected to place
subcontractors to the maximum practicable extent with small and
disadvantaged firms in accordance with the provisions of Public Law
