Officer, JAMES M. BZDUSEK, (513)366-2003 The U.S. Environmental
Protection Agency anticipates awarding a requirements type contract for
architectural and engineering services in the States of Alabama,
Florida, Georgia, North Carolina and Mississippi. Specific requirements
will be identified in written delivery orders issued by the Contracting
Officer. Services which may be required under any resulting contract
include surveys, soil borings, investigative reports, design criteria
development for projects to be designed by others, preparation of
construction specifications and drawings, cost estimating, and
construction phase services such as inspection/monitoring, review of
shop drawings and submittals, and construction testing. Types of
projects include (1) construction phase services for ongoing projects,
(2) additions, alterations, and modifications to existing laboratory
and support facilities, (3) building systems modification and utilities
upgrade, and (4) site improvements. Firms will be evaluated according
to the following criteria, which are listed in descending order of
importance: (A) Demonstrated experience and technical competence in
performing design and construction phase A-E services for research
laboratories and support facilities, (B) Professional qualifications of
proposed Key personnel in all architectural and engineering
disciplines, (C) Capacity of the firm to complete delivery orders
within a reasonable time period, including depth of professional staff
in the required technical disciplines and depth of support staff, (D)
Demonstrated past performance on contracts of similar size and nature
with performance schedules, (E) Firm's proximity to the States of
Alabama, Florida, Georgia, North Carolina and Mississippi. The basic
contract priod shall be one year with two one-year option periods. The
estimated aggregrate value of delivery orders is $1,500,000.00 per
year. This acquisition is not set aside for small business concerns.
The size standard for information purposes is $2.5 million average
annual receipts during the preceding three fiscal years to qualify as
a Small Business. Firms desiring consideration shall submit three
copies of Standard Form 254 for the Prime and Subcontractors and three
copies of Standard Form 255 for the Prime Contractor to the following
address: USEPA, Attn: Luther Mellen, Architecture, Engineering and
Real Estate Branch (3204), Room NEG-502, 401 M. Street SW, Washington,
D.C. 20460. All information must be received at this address not later
than close of business of the 30th calendar day after the date of this
announcement. If the 30th day is a Saturday, Sunday or Federal
Holiday, the deadline is the close of business the next business day.
Include the solicitation number in Block 2b of the Standard Form 255.
