VARIOUS MILITARY INSTALLATIONS & ENGINEERS OFFICES IN THE U.S. POC
Charles McGee at 912/652-5621. 1. CONTRACT INFORMATION: The Savannah
District, U.S. Army Corps of Engineers is seeking qualified firms to
provide Architect-Engineering (A-E) services for an Indefinite Delivery
Type (IDT) contract for Planning, Programming, Engineering Studies,
Automated Mapping/Facilities Management, Geographic Information Systems
and Computer Aided Design and Drafting (CADD) services at various
Military Installations and Corps of Engineers offices in the United
States. **** This contract will be for a one year period with a maximum
of $750,000 limit for a basic year and a one year option with a maximum
of $750,000 limit per year. Delivery orders will be limited to a
maximum of $150,000. This announcement is open to to all firms
regardless of size. Large business offerors must identify
subcontracting opportunities with small business, and small
disadvantaged business on SF 255. If selected the large business
offeror will be required to submit a small/small disadvantaged & women
owned subcontracting plan in accordance with FAR 52-219.9 and DFARS
219.704/705 as a part of the Request for Proposal package. The
following subcontracting goals are the minimum acceptable goals to be
included in the subcontracting plan. OF THE SUBCONTRACTED WORK, 60% TO
SMALL BUSINESS, 10% TO SMALL DISADVANTAGED BUSINESS (A COMPOSITE OF
SMALL BUSINESS), 4% TO WOMEN-OWNED BUSINESS (A COMPOSITE OF SMALL
BUSINESS). Large business firms that intend to do any subcontractng
must convey their intent to meet the minimum subcontractor goals on the
SF 255, Block 6. Written justification must be provided if the minimum
goals cannot be provided. For additional information concerning

Contract Specialist, at 912/652-5072. **** 2. PROJECT INFORMATION:
Delivery orders to be issued under this contract may include
preparation of U.S. Army and Air Force master plans, environmental
plans, preparation of miscellaneous engineering studies involving
facilities, infrastructure and/or operational activities on military
installations. Services may consist of preparation of utility
analyses/plans, development of project programming documents to include
DD Forms 1391s with backup justifications, cost estimates, Project
Development Brochures and Economic Analyses. Work may also consist of
evaluation of requirements for hardware and software, training, needs
analysis, management of AM/FM/CADD/GIS systems, coordination and
sponsorship of related conferences and the integration of
AM/FM/CADD/GIS functions with other engineering systems and analysis
models. Work may include the digitization and/or scaning of maps,
drawings, plans, photos and buliding plans with interior utilities.
Services may be required to convert digital information to video tape
media for presentation. The firm may be required to place employee(s)
at installations or offices for varying lengths of time to provide
on-site master planning services, training on systems management,
updating and utilization of AM/FM/CADD/GIS systems and the interface of
existing databases with other activities. The firm selected may be
requried to supply macros and user commands fo DBASE III Development
Language (MDL), Micro CSL, MGE/MGA and other systems
environments/languages in a documented format. Work may include the
verification of existing databases, database scrubs, database design
and development and records conversion. The work may be performed in an
Intergraph and Intergraph/MicroStation PC environment including VAX,
clipper stations and MS-DOS PCs. The firm selected must have the
capability to provide new aerial color photography and false color
infrared photography, aerial surveys and photogrammetric products
including mapping and may be required to establish horizontal and
vertical ground control using global satellite positioning or other
techniques. A detailed list of the firm's equipment including make,
model and date of service must be included in the response. Firms
desiring consideration will be expected to be accomplished in
engineering and planning and have a sound knowledge of Army and Air
Force master planning and programming and be familiar with the
automated Program Administration and Execution (PAX) system. **** 3.
SELECTION CRITERIA: See Note 24 for general selection process. The
selection criteria are listed below in descending order of importance.
Criteria a-e are primary. Criteria f-g are secondary and will be only
used as ''tie-breakers'' among technically equal firms. **** a.
Specialized experience and technical competence in : (1) Preparation
of: U.S. Army and Air Force master plans, environmental plans, Various
Miscellaneous Engineering studies involving facilities, infrastructure
and/or operational activities on military installations (2) Preparation
of utility analyses/plans, development of project programming documents

control, quality of work and compliance with performance schedules.
**** c. Capacity to accomplish multiple simulataneous delivery orders
and provide staff in the following disciplines: (NOTE: These
Disciplines must be shown in BLOCK 4 of SF 255) Project Manager,
Planner, GIS Programmer, GIS Engineer, GIS Systems Specialist, Civil
Engineer, Mechanical Engineer, Electrical Engineer, Structural
Engineer, Traffic Engineer, Architect, Interior Designer, Graphic
Illustrator, Cost Estimator, CADD Operator, Topo Survey Crew, and
Ecologist/Environmental Specialist. **** d. Professional qualifications
of key management and professional staff members. **** e. Knowledge of
locality as it pertains to geological features, environmental and
climatic conditions and local construction methods used on projects
under Savannah District jurisdiction and/or location in the general
geographical area of specific military installations in the 3 state
area. **** f. Degree of participation of SB, SDB, WOB, HBCU or MI as
prime contractor, subcontractor or joint venture partner. **** g.
Volume of DoD contract awards in the last 12 months as described in
Note 24. **** 4. SUBMISSION REQUIREMENTS: Interested firms having the
capabilities to perform this work must submit ONE (1) copy of SF 255
(11/92 edition) for PRIME and ONE (1) copy of SF 254 (11/92 edition)
for prime firm and all consultants, to the following address: U.S. Army
