The U.S. Agency for International Development (USAID)/Madagascar has approved a justification for other than full and open competition to increase the Level of Effort (LOE) be approximately 38 person months. The additional LOE is for technical support needed to complete the KEPEM project. This modification will be accomplished on a sole source basis with Associates in Rural Development, Inc., 110 Main Street, Fourth Floor, Burlington, VT. 05402. Although the contract with ARD does not expire until May 31, 1997, the original LOE was underestimated. Note 22 applies. (0086)
