Contracting Activity, on behalf of the Defense Intelligence Agency
(DIA) is seeking sources capable of providing an interactive
educational program for joint military officers on the application of
intelligence systems in support of battlefield requirements. This
program will employ a series of modules each set to evolving
operational scenario. DIA will develop storyboards for module,
revealing operational characteristics of Intelligence, Surveillance and
Reconnaissance (ISR) systems applied against the constructed scenario.
A 6-8 hour symposium is currently envisioned, employing advanced
multimedia presentation techniques to deliver a virtual battlefield
environment and to accurately depict the employment of intelligence
systems in these environments. Delivery will be to multiple joint
audiences in Continental US/Outside Continental US. Contractor must
have past performance in multimedia production, to include two and
three dimensional animation, full motion video, laser graphics, terrain
displays, and other visual and audio advanced techniques. Technologies
must be able to support an educational format deliverable to group
audiences (at least 30 or more persons at a time). Incorporation of
multiple large screen displays is desired. Contractor must be able to
work with classified information up to and including Special
Compartmented Information (SCI). It is also essential that contractor
have available appropriate number of personnel in all essential skill
areas with SCI access. Availability of Sensitive Compartmented
Information Facility (SCIF) is required. Interested firms are invited
to submit, in writing, their responses to this sources sought to the
Defense Intelligence Agency, Attn: CDR Chuck Zingler, The Joint Staff,
Directorate for Intelligence (J2P), The Pentagon (Room MB-941),
Washington, D.C. 20301-7111 by 15 April 1996. Respondents should submit
their information packages to include brochures, drawing, and other
substantive information demonstrating the contractor's ability to
provide the aforementioned requirements. This is not a request for
proposal nor does the Government intend to pay for any information
solicited. The information received under this announcement will not be
used to qualify any source. It is for planning purposes only. Responses
must refer to this synopsis on both mailing envelopes and enclosures.
