W -- LEASE OF PORTABLE CHILLER SOL F41636-96-R0090 DUE 041096 POC TSGT SHEA tel: 210/671-1738/MR LOUIS CORNELL 210/671-1739 Description: The contractor shall provide all personnel, equipment, tools, materials, supervision and other items necessary to transport, set-up, operate, maintain and remove portable chiller for temporary air conditioning support at building 9410 at Lackland AFB TX, for the period of 15 Apr 96 through 31 Jul 96 with the option of an additional three months in one month increments. 1. The contractor will provide a portable chiller that is: - air cooled - has a chilled water supply system - equipped with circulation pumps sized to the capacity of the ciller - 300 ton capacity - water income temperature not to exceed 55 degrees Fahrenheit - water temperature out not to exceed 45 degrees Fahrenheit - trailer mounted - equipped with flexible supply/return hoses capable of reaching 200 feet from chiller to mechanical room connection 2. Contractor will deliver and set-up unit at bldg. 9410, Lackland AFB TX (BMTS Training Facility) - unit will be located in service entrance road closest to the first floor mechanical room - specific location to be defined by TSgt Fisher, 37 CES/CEOF3 (210-671-5553) - voltage in mechanical room is 480 volt - supply/return hoses can be routed on the ground between chiller and mechanical room - supply/return hoses must be connected to the existing tie-in points - the existing tie-in points are 4'' Diameter, flange-type connectors - contractor shall connect power cables to power panel located in the existing mechanical room - power cabling must be rated for the size of the chiller and approved for indoor and outdoor use - power cables can be routed on the ground between chiller and power panel 3. Contractor shall operate and maintain the chiller - in the event of a chiller malfunction, contractor must respond with a qualified HV AC technician within two hours and AC capability must be restored within eight hours - if the chiller cannot be repaired within 8 hours, it must be replaced and AC capability restored within 24 hours 4. Contractor shall disconnect and remove their equipment from the site at the end of the lease period. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation is issued as a request for proposal (RFP). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 90-32. The clause at 52.212-4, Contract Terms and Conditions -- Commercial Items, applies to this solicitation. Offerors must include pricing listed above, the Make/Model of the chiller to be used with basic specifications of the unit, amount of time from date of award to have the chiller set-up and fully operational (chiller must be fully operational no later than 4:30 PM 15 Apr 96). Offerors must submit two references in the form of company name, point of contact, and telephone number that have leased the same or similar chiller as the one listed above within the past two years. Award will be evaluated IAW FAR 52.212-2 Evaluation-Commercial Items. Award will be based on the lowest priced technically acceptable offer from a responsible contractor in accordance with FAR 9.104-1 and past work performance.
