The contractor is to provide all material, labor, equipment supervision
for the repair and the upgrade of the base primary electrical
distribution system from 4.8 KV primary voltage to a new primary
voltage of 13.2 KV, 3 phase service, overhead. The primary distribution
system currently services 71 buildings, 240 acres. The project will
encompass the entire base primary electrical distribution system from
the primary metering pole and overhead distribution lines. Items of
work shall include a ratio transformer, replacement of existing
overhead and pad mounted transformers, relocation of secondary service
feeds, replacement of some secondary transformers, communication
lines, removal of existing overhead 4.8 KV lines and poles, utility
company coordination and restoration work. Construction of the proposed
project is the New York Air National Guard Base, Hancock Field,
Syracuse, New York. The magnitude of the project is between $500,000
and $1,000,000. IFB DAHA30-95-B-0004 will be issued on/about 27 March
1995 with a BOD on/about 26 April 1995. The performance time for this
project will be 270 calendar days after the receipt of the Notice to
