Extension 215. The scope of this project includes furnishing all labor,
tools, equipment, materials, transportation, testing, documentation and
superintendence necessary to renovate the effluent treatment facility.
Because of environmental and research considerations, the contractor
shall not shut down the treatment process for more than seven (7)
calendar days. Work is to include but not limited to replacement of all
the influent pumps, motors, valves and actuators, all piping and all
backwash pumps, motors, and controls. Replace the HVAC system and
controls. Construction of a new precast concrete building, furnishing
and installing a emergency power system and removal of the existing
emergency power system. Renovate and expansion of the existing Direct
Digital Controls (sole source with Automated Logic). Rehabilitation of
the two (2) carbon absorption towers. Replacement of the control air
systems. The contract will be awarded based upon the following
evaluation criteria: (1) Qualifications and experience necessary to
satisfactorily perform the work; (2) Past performance on Government and
private industry contracts in terms of quality of work, compliance with
performance schedules and cooperation; (3) Capacity to accomplish the
work within the time required; (4) Price factors 1-3 will be weighed
equally and will constitute 50% of the evaluation and ranking. Factor
4 will constitute 50% of the weighted evaluation and ranking. The
estimated magnitude of the project is between $250,000 and $500,000.
The project is part of the Small Business Competitive Demonstration
Program and IS NOT set-aside exclusively for small business firms. SIC
1542. The project is located at the Upper Mississippi River Science
Center near LaCrosse, Wisconsin. The estimated issuance date is March
20, 1996. Proposals are due 40 calendar days later. A Pre-proposal
