41 -- EXPANDING EXISTING BASE WIDE ENERGY MANAGEMENT AND CONTROL SYSTEM SOL F19650-96-R0107 POC Christine Feins, Buyer (617)377-3085. Notice of Contract Action. The Government intends to award a sole source contract to Johnson Controls Inc. to extend and expand the existing base wide management and control system (EMCS). The existing base wide EMCS is Johnson Controls Metasys and currently controls the heating, ventilation and air-conditioning (HVAC) equipment, and base wide remote energy metering in 66 buildings on base. The intent of the project is to extend and expand the EMCS in 42 buildings on base. The EMCS in these 42 buildings must fully and seamlessly integrate with the existing Johnson Controls Metasys EMCS with ARCHNET configuration. The new extension in each building must be controlled, monitored and visible from any point in the Network Control Unit (NCU) or the existing Johnson Controls WORKSTATION in Buliding 1810 connected to the N1 (seamless) local area network (LAN), using a Network Terminal (NT). All alarms must be automatic and available from any point in the network without operator log in, log off or requiring separate unique operator imputs to view alarms/systems and will use the Base's fiber optics system as the communication medium. Principal items of work include but are not limited to: site preparation, demolition, cutting ang patching, preparation of master control room, install new Johnson Controls HVAC control system, connection of the new work with the existing network, electrical, testing, balancing, miscellaneous other repairs. Despite the Air Force's intent to solicit only Johnson Controls, any firm that believes it can meet the above requirements should respond to the above address in writing within fifteen (15) days of this notice.
