Buyer/Contracting Officer is J. Fackenthal. The Naval Air Warfare
Center Aircraft Division Lakehurst, (NAWCADLKE) intends to procure one
(1) each an Enviromental Stress Screening Mechanical Vibration System.
The specification states the requirements for a mechanical vibration
system to be used at the Enviromental Test Laboratory (ETL) operated by
the Product Evaluation and Verification Division, Support Equipment and
Aircraft Launch and Recovery Department, NAWCADLKE. The vibration
system will be configured in a way that it can be used for ENVIROMENTAL
STRESS SCREENING in conjunction with a Government owned
temperature/humidity/altitude/chamber as well as independently of the
chamber in a stand-alone mode. The existing Government owned chamber is
made by RUSSELLS TECHNICAL PRODUCTS (Holland, MI), Model #RHD-125-2
(60C)-5 and maybe made available for site visit. The vibration system
provided shall be supplied as a fully operational TURN-KEY system.
Connection of all utilities will be done by the Government. As a
minimum the contractual obligations required by this specification are
summarized as follows: (1) Provide a complete mechanical vibration
system consisting of an exciter (shaker), slip table for horizontal
vibration mode, power amplifier. The shaker shall be configured to
permit operation with the Government owned chamber in a vertical
piggy-back configuration as well as separately and independently in a
stand-alone vertical and horizontal mode when used with the slip table.
(2) An automatic digital vibration control and analysis system for
sine, random, sine-on-random, random-on-random vibration, shock, signal
analysis and Shock Response Spectrum (SRS) testing. The controller
shall also have provision for remote control, integration and
communication with other enviromental testing equipment such as
thermal, and humidity chambers. The controller shall include a printer
such as an HP laser jet. (3) The vibration controller/analysis system
shall consist of 12 input channels complete with active signal
conditioning, 12 accelerometers and a portable magnetic tape recorder.
(4) Complete installation and interconnection of the system at
NAWCADLKE shall be performed by the contractor to include delivery and
placement of the system in the designated area (utility connections
will be done by the Government). This requirement will be placed as an
option item in the solicitation. (5) Complete maintenance and
operating documentation shall be provided. (6) A minimum of sixteen
man-hours of on-site comprehensive training of Government personnel in
the proper use of the equipment shall be provided. (7) Submit an
''Acceptance Test Procedure'' for review 60 days after award of
contract. (8) Perform the acceptance testing after installation of the
system in accordance with an approved ''Acceptance Test Procedure''.
(9) Inform the Government in writing within 60 days after contract
award of all utilities required for operation of the system such as: a.
Electrical current requirements for the 3 phase 460 volt service. b.
Volume of coolant water required and anticipated water temperature
rise. c. Compressed air pressure and volume. d. Furnish a general
layout drawing which will include utility requiremennts, overall
dimensions of equipment, connecting points for utilities. (10)
Placement of the system in this designated area. Verify that the
mechanical exciter head mates with the Government owned altitude
chamber and demonstrate that the digital controller (to which do not
require special utilities) performs according to specifications. Verify
performance of the entire system after all utilities are installed by
the Government. (11) Complete the entire task within 210 days after
