Contracting Officer This is a combined synopsis/solicitation for
commercial items prepared in accordance with the format in the Federal
Acquisition Regulations (FAR) Subpart 12.6, as supplemented with
additional information included in this notice. This announcement
constitutes the only solicitation; proposals are being requested and a
written solicitation will not be issued. Solicitation No.
52-PAPT-6-00013 should be referenced on all responses and is issued as
a Request for Proposal (RFP). The solicitation document and
incorporated provisions and clauses are those in effect though Federal
Acquisition Circular 90-37. The Standard Industrial Classification
(SIC) Code for this requirement is 7373. This is a Firm-Fixed-Price
(FFP) requirement. Contract Line Item Number (CLIN) 0001 is for 75 user
seats of client software; CLIN 0002 is for 2,200 additional user seats
of client software and is an optional requirement. Description of
requirements for the commercial client software to be acquired: (1)
must be capable of providing Z39.50 based client software seats for an
initial quantity of seventy-five (75) users for testing purposes, with
an optional quantity for 2,200 additional user seats should initial
testing of the product prove successful; (2) must be commercially
available, Microsoft Windows based, and have a well defined
Applications Program Interface (API) that is easily modified using a
Commercial Off-the-Shelf (COTS) application development environment;
(3) must negotiate as a Z39.50 protocol client and must be
interoperable with the Messenger Standard Interface (a licensed product
from Chemical Abstracts Service (CAS)); (4) must also support the
Z39.50 present segmentation capability, asynchronous/concurrent
operations, simultaneous search of multiple databases and retrieval and
display of Tag Image File Format (TIFF) image files and include the
communication stacks for SQL and HTTP; (5) source code for client
software must be provided to allow modification of and addition to the
API; and (6) the minimum required hardware configuration for execution
of the client software must be an 8038633 Mhz processor with 16 MB of
RAM. Delivery schedule: 30 days after contract award. FOB Destination

Instructions to Offerors--Commercial, and FAR 52.212-2,
Evaluation--Commercial Items, applies to this acquisition. The
Government will award a contract resulting from this synopsis to the
responsible offeror whose offer conforming to the solicitation will be
most advantageous to the Government, price and other factors
considered. The following factors shall be used to evaluate offers and
are listed in their relative order of importance: (i) technical
capability of the item(s) offered to meet the Government's requirement,
(ii) past experience/performance in a comparable technical environment;
and (iii) price. Technical capability and past experience/performance,
when combined are more important than price. Submissions should
include: (a) pricing for CLIN 0001 (75 client software seats) and
optional CLIN 0002 (2,200 client software seats); and (b) product
literature, technical features, maintenance support, warranty
provisions, documentation and brochures which describe how the proposed
product will meet the description of requirements listed in Items (1)
through (6) above. Provide a written narrative for any information not
provided in (b) above. All offers are due fifteen (15) days beginning
from the date of this notice, 2:00 PM Eastern Standard Time (EST) at
