Johnson (202) 283-1246. The IRS intends to negotiate a sole source
follow-on contract with SAS Institute, Inc., of Cary, NC, under the
authority of FAR 6.302-1(a) (2), for software maintenance of existing
SAS proprietary software residing on mainframe computers at the Detroit
Computing Center (DCC) and Martinsburg Computing Center (MCC). In
addition, PC software at DCC will be upgraded from PC DOS to PC
Windows, as well as providing the IRS with options to purchase
additional copies of existing SAS proprietary software for additional
mainframes at DCC and MCC. The following PC software will be upgraded
to PC Windows at DCC: 1), IPXT/SAS/BASE; 2), IPXT/SAS/STAT; 3),
IPXT/SAS/RTERM; and, 4), IPXT/SAS/GRAPH. Optional SAS mainframe
software consists of: 1), OS/SAS; 2), OS/SAS/GRAPH; 3), OS/SAS/ETS; 4),
OS/SAS/FSP; 5), OS/SAS/AF; 6), OS/SAS/IML; 7), OS/SAS/STAT; 8),
OS/SAS/CONNECT; 9), OS/SAS/ASSIST; 10), OS/SAS/C-COMPILER; 11),
OS/SAS.ACCESS INTERFACE TO DB2; 12), OS/SAS.SHARE; 13), OS/SAS/CALC;
14), and, OS/SAS/CBT LIBRARY. This follow-on contract will replace the
current SAS contract Tir-92-0114, which expires on September 30, 1996.
SAS software products are currently used by the IRS to support
development of both large scale and small scale applications for
Statistics of Income (SOI), research, capacity studies and planning
groups. This contract will be awarded for five (5) years, to cover
Fiscal Year 1997 through 2001. SAS Institute, Inc., certifies that it
is the lone authorized source for SAS software programs, and is the
only distributor of SAS Software in North America. All responsible
sources who can provide code compatible software ''or equal'' shall
submit written responses which shall include (1) price(s), FOB
destination; (2) a description of the software offered in sufficient
technical detail to show compatibility and permit a technical
evaluation; (3) a POC (name and telephone number); (4) GSA Contract
Number if applicable; (5) delivery date; (6) business size; and (7)
payment terms. All interested contractors may submit written reponse
