The Fleet and Industrial Supply Center Norfolk Detachment Washington
has a requirement for seven (7) CCD Imaging Detectors in support of the
U.S. Naval Observatory, Washington DC (USNO). The first CCD will be
required within 45 days from date of award and will be tested. Two (2)
CCD's will be required as an option to the Government by March 01,
1997, and the final four (4) CCD's will be required as an option to the
Government in the following year. The resulting contract will be firm
fixed price and will be awarded to the lowest cost, technically
acceptable offeror. This is an unrestricted procurement. The following
minimum characteristics apply: The Charged Coupled Devices (CCD's)
shall be electronic integrated circuits and produce a charge image from
incident photons. Each CCD shall have a nominal format of at least 4096
rows by 2048 columns as the size of a single, monolithic array for the
active imaging area. Each CCD shall be ''3-side buttable'' and have
square picture element edge lengths between 13 and 17 microns. Each CCD
shall be sensitive to photons of wavelength between 400 and 1000
nanometers and have a peak quantum efficiency larger than 60% and shall
acheive this performance over a range no narrower than 300 nanometers.
Each CCD shall receive incident illumination through its back side and
shall include thinning, anti-reflection coating. Each CCD shall have no
more than 200 point defects, 10 column defects, and 20 cluster defects.
When operated under normal conditions the CCD's shall read noise no
larger than 8 electrons per pixel, charge transfer efficiency no
smaller than 0.99999, full well no shallower than 80,000 electrons per
pixel, and have dark current no larger than 50 electrons per pixel per
hour. All offerors who respond shall price all quantities. All
