304-480-6465. The Department of the Treasury, Bureau of the Public
Debt, is interested in obtaining product literature and, where
possible, evaluation copies of forms creation and management software
able to operate on a cross-platform environment, as further specified
below. Upon initial examination of materials provided, agency may
request vendors to provide on-site demonstrations. The on-site
demonstrations will not be a mandatory requirement, and will be
strictly voluntary on the part of the vendor. The functional
characteristics we are interested in for this software include: 1)
ability to create forms on 8100 series PowerMacintoshs running on
LocalTalk (ethernet-SNAP), 2) ability to make the forms available for
multiple end-user ''uses'' including (but not limited to) the
following: a) End user will retrieve form to print out in hard copy
format to local laser printer, and/or b) end user will retrieve form to
PC to fill-in data and then print out to local printer, and/or c) end
user will retrieve form to PC to fill-in data and then forward to
another PC user for printing or possibly to fill-in additional data,
and d) other similar circumstances of on-screen data entry with the
ability to continually forward, store and/or print, 3) ability to
process and electronically fill-in forms in a Windows 3.1 environment,
running on Novell Netware 3.x and Netware 4.x, 4) ability to use Lotus
CCMail for routing, 5) offers versatile forms-design capabilities with
the ability to import graphics, 6) compatible with a variety of
printers (mostly Hewlett Packard laser jet series) using scalable
Helvetica and Times fonts (minimum), 7) ability to handle multiple
on-line users (100 +) simultaneously, 8) ability to control user access
to forms, e.g., content of actual forms should ''lock-out'' end users
ability to edit the forms with the exceptions of those portions of the
forms ''open'' for data entry, 9) ability to handle/manage an
unlimited number of forms, including the ability to create a scrollable
''table of contents'' (TOC) of forms available to end-users and provide
''search and cross-reference'' capabilities for TOC, 10) ability for
quick retrieval of forms from TOC to end-user, with as little time as
is reasonable within limits set by the hardware used, 11) be end-user
friendly and offer on- screen help, 12) ability to offer ''end-user
statistics'' on usage of individual forms retrieved, filled-in, and/or
printed out, and, 13) relational database capabilities. In addition to
providing literature and evaluation copies for software, you are
encouraged to provide a list of references, particularly federal
government agencies, that have acquired and utilized the software.
Please note that this information is being requested for information
and planning purposes only. The Government does not intend to award a
contract or otherwise pay for the information requested. On the basis
of information received, we will assess the ability of the market to
meet our needs in this area. Dependent upon the results of this
assessment of the market, the Government may then decide to issue a
