This is a Notice of Intent announcing that the National Institute of
Aging (NIA), National Institutes of Health (NIH), in Bethesda, Maryland
intends to place an order with Hunan Medical University, Clinical
Psychological Research Center, Hunan, People's Republic of China, to
review medical records on personality & personality disorders in
psychiatric hospitals & clinica in the People's Republic of China (PRC)
and identify 1800 patients able and willing to respond to
questionnaires and interviews. The Contractor shall perform the
following specific duties: 1. Translate and Pilot Instruments: The
contractor shall translate research instruments into Chinese or adapt
existing translations for use in People's Republic of China.
Instruments shall be pilot tested for accuracy and understandability,
and a two (2) week test-retest reliability study shall be conducted on
a subsample of fifty (50) psychiatric patients. The NIH will pay
one-quarter of the amount of this requirement upon completion of this
task. 2. Organize and Train Investigative Teams: The contractor shall
invite psychaitrists and psychologists from several Centers of the
Hunan Medical University to participate. Both (psychiatrists and
psychologists) shall be trained in the use of questionnaires and
interviews for the diagnosis of personality disorders. The contractor
shall organize a committee to oversee the project and to protect
patients' rights. 3. Administer Self-Report Questionnaires: On the
basis of medical records, 1,800 patients and 200 of their spouses shall
be recruited to participate. Subjects shall be administered the revised
NEO Personality Inventory (NEO-PI-R) and the Personality Diagnostic
Questionnaire (PDQ-4+). Spouses (N = 200) shall also provide ratings of
the patients' personalities on the NEO-PI-R. 4. Conduct Psychiatric
Interviews: Trained clinical psychologists or psychiatrists shall
conduct two (2) interviews, the Hamilton Depression Rating Scale and
the Personality Disorder Interview IV (PDI-IV), on a subset of seven
hundred (700) patients. Of these, fifty (50) shall be interviewed
independently by a second interviewer to assess interrater reliability,
and fifty (50) shall be interviewed a second time after three (3)
months to determine retest reliability. 5. Abstract and Enter Data: The
contractor shall merge background and diagnostic data obtained from
medical records with questionnaire and interview data, and shall enter
on a computer file. Data entry shall be verified. The contractor shall
provide complete documentation on the file, along with the data, to The
Laboratory of Personality & Cognition, NIA, NIH. The balance payment of
this requirement will be payable upon the completion of this task. 6.
Concerns that respond to this notice shall furnish concise responses
directer specifically to the requirements mentioned above. Sources
demonstrating the capability to accomplish the above shall supply
pertinent information in sufficient detail to demonstrate their ability
to perform. 7. Written responses shall also include complete pricing
information and a complete description of the services to be provided,
containing sufficient technical information to permit agency analysis
to establish a bona fide capability to meet the stated requirements as
listed above. 8. Adequate detailed data by which to evaluate capability
