A -- OPERABILITY ASSESSMENTS OF COMMAND, CONTROL, COMMUNICATIONS, COMPUTERS, AND INTELLIGENCE (C4I) AND WEAPON SYSTEMS SOL DNA001-96-R-0024 DUE 051596 POC Sandy Bednoski, Negotiator, (703) 325-6762, Edward Archer, Contracting Officer, (703) 325-5028. The Defense Nuclear Agency (DNA) has a requirement to provide cost-effective, timely operability assessments of C4I and weapon systems. To improve the quality and timeliness of these assessments, development of a methodology and tool set to assess and ultimately present the results to the Commanders-in-Chief (CINCs) of the unified commands and the Services in a graphical, war-fighter-oriented format. Operability assessments involve an analysis of system response in a nuclear disturbed environment. The primary nuclear effects of interest are from High Altitude Bursts (HABs), High Altitude Electromagnetic Pulse (HEMP), scintillation, fading, radiation (prompt x,y,n, dose and dose rate), delayed gamma, and trapped particles (e,p, fission fragments). Additional effects from Low Altitude Bursts (LABs) (Source Region Electromagnetic Pulse (SREMP), blast/shock/thermal, prompt radiation effects (y,n, and delayed gamma), and fallout) may be required. This procurement is a total small business set aside. See Note 1. All contractor personnel will be required to have a DoD security clearance of TOP SECRET.
