The basis for use of other than full open competition is 41 U.S.C. 253(c)(1), only on responsible source will satisfy the agency requirement. The continued services consists of an eduational networking, which includes technical assistance and administrative software development services and training for Bureau of Indian Affairs Schools throughout the United States.
