circulated in accordance with Article 10.6. G/TBT/NOTIF. 96.59. 1.

and number of pages of the notified document. Eighth Ordinance to
Amend the Ship Safety Ordinance (Achte Verordnung zur Anderung der
Schiffssicherheitsverordnung) (17 pages). 6. Description of content:
Provisions governing: The implementation of the provisions of Article
14(2) and Article 15 of EU Council Directive 95/21 of 19 June 1995
concerning the enforcement, in respect of shipping using Community
ports and sailing in the waters under the jurisdiction of the member
States, of international standards for ship safety, pollution
prevention and shipboard living and working conditions (Port State
Control); the putting into force, on the national level, of the
provisions of the Annex to IMO Resolution MSC.42(64), adopted on 9
December 1995, concerning a set of amendments to the SOLAS Convention
relating to provisions on cargo information, stowage and securing, and
documents, which will enter into force under international law on 1
July 1996; the legal foundation, on the national level, of shipboard
controls of operational procedures under the provisions of the
amendments, to enter into force under international law on 3 March
1996, to the International Convention for the Prevention of Pollution
from Ships, 1973, as modified by the Protocol of 1978 relating thereto;
the admission to the ``Harmonized System of Survey and Certification''
of vessels engaged on national voyages; the abolition of the
regulations on mandatory inspection/approval of the fitting of radar
transponders for search and rescue; the carriage of radio life-saving
appliances aboard non-SOLAS vessels engaged on international voyages
and of all vessels engaged on national voyages; the inclusion of a set
of internationally agreed testing procedures into the fire protection
regulations section of the Ship Safety Ordinance as well as the
inclusion of a number of other systems, equipment, arrangements, and
installations (including night vision apparatus, searchlights, and a
ship identification system) into the safety regulations section of that
Ordinance. 7. Objective and rationale: Improvement in the safety of
cargo and passenger ships. 8. Relevant documents: For relevant

force: 1 July 1996. 10. Final date for comments: 15 May 1996. 11.
